Bringing attention to the fact that many persons are put into dangerous situations on a daily basis
Noting that these victims often do not have safe alternatives to turn to
Appalled they must in these situations continue to stay in these situations because of this lack of alternative
Highlighting that these dangers can occur within domestic living situations, often perpetrated by a close family members
Seeking to establish Safe Houses and avenues for these victims to use in order to better their lives and get to safety
Knowing that these establishments will be a boon to many and will ultimately save lives
Hereby enacts the following;
1) Establishes the Sanctuary and Haven Committee
a) The SHC is tasked with overseeing the initial implementation of this legislation and its continual compliance
b) Agents of the SHC will review documents, provide recommendations to member states, as well as conduct inspections of facilities
c) Member states will submit documentation annually reviewing the current status of their safe houses
d) Recommendations from the SHC must be undertaken within a calendar year of their delivery
2) Each Member shall;
a) Establish Safe Houses within each major populated area
b) Provide locations proportional to the populace living within these municipal areas
c) Ensure adequate funding is given to the communities in order to establish and maintain these Safe Houses
d) Avoid criminalizing those seeking haven unless they present a danger to the shelter
3) A Safe House will prioritize providing shelter and security to:
a) Domestic Violence victims
b) Youth who are endangered by their guardians or circumstances of their home
c) Mentally and physically disabled who find themselves unhoused
d) Those suffering from Substance Use Disorder
