Recognizing its efforts to fight epidemics (such as GAR #53) and facilitate travel (GAR #601);

Concerned that, with vaccination requirements for travel becoming potentially more stringent, no standards exist for vaccination certificates, unlike passports (GAR#76), thus creating an inconvenience for travellers between WA member states;

Hereby enacts as follows:

  1. For the purposes of this Resolution:
    • "WA Certificate of Vaccination" means a duly certification of vaccination issued by a WA member state in accordance with the template requirements set forth below;
    • "WA state" means a member state of the World Assembly;
    • "WHA" means the World Health Authority;
    • "GESTAPO" means the World Assembly Global Emigration, Security, Travel and Passport Organisation.
  2. The WHA, in consultation with the GESTAPO, shall set forth, and update from time to time as it deems fit, a template for a WA Certificate of Vaccination to be issued from time to time by a WA member state that shall satisfy the following criteria:
    • Available in paper, electronic, or such other formats as WA member states across the multi-verse find convenient, and with such security and anti-forgery features as GESTAPO deems absolutely necessary;
    • Compatible with such paper or electronic authentication mechanisms and privacy protection controls as a WA member state deems necessary to protect the data security and privacy of that WA member state's citizens and/or subjects;
    • Contains the minimum amount of information on vaccinations previously undertaken, such as the identity information of the holder, the types of prophylaxis or vaccine administered, date, manufacturer and batch number, dates valid, and other details as the WHA deems absolutely necessary.
  3. A WA member state is required to comply with the requirements of issuing and processing a WA Certificate of Vaccination in the following manner:
    • A WA state may set forth, in accordance with its own requirements, the types of diseases, the types of vaccines, and the frequency and dosage of vaccinations as it deems necessary;
    • A WA state must issue a WA Certificates of Vaccination listing out all the vaccines taken by a citizens and/or subject if requested by the said citizen and/or subject without charge;
    • A WA state must make it a criminal offence to provide fraudulent details on a certificate, or to create forgeries of such certificates, and to levy such penalties as it deems fit on any violators of the aforesaid requirements;
    • A WA state must provide a reasonably convenient mechanism for the competent authorities of another WA state to verify the authenticity of a WA Certificate Vaccination issued by the said WA state.
    • If a WA member state requires vaccination for a particular disease, and a traveller from another WA state presents a duly authenticated WA Certificate of Vaccination demonstrating that the traveller is fully in compliance with the vaccination requirements of the WA member state to which the traveller is applying for entry, the WA state must recognize its authenticity and not deny entry solely on the grounds that the proof of vaccination is issued by another WA state.
  4. The WHA and GESTAPO shall be responsible for promoting the templates for the WA Certificate of Vaccination to non-WA states to ease travel requirements between WA and non-WA states.

    Notes, for the avoidance of doubt, that the aforesaid regulations do not prohibit a WA member state from (i) otherwise setting its own entry, residency or exit requirements as it deems fit; (ii) set vaccination requirements or to choose the types of vaccines that may be required or the frequency of administration, or (iii) require serology tests, quarantines or other health measures as it deems fit after entry.
