Recognizing its efforts to promote international transport safety (GA#38, GAR#), civilian air craft traffic (GAR#346, GAR#464), free trade (GAR#531 among others), and facilitate travel (GAR #601);

Concerned that, with widely varying road conditions, traffic signs and driving conventions, and disparaging use of land-based vehicle technologies, travelling between WA states is made more difficult than necessary due to a lack of uniform standards on the qualifications of drivers of WA vehicles;

Hereby enacts as follows:

  1. For the purposes of this Resolution:
    • "ITSC" means the World Assembly International Transport Safety Committee;
    • "WA Driving Certificate" means a certificate of driving skills duly issued by a competent authority of a WA member state the template requirements set forth below;
    • "WA state" means a member state of the World Assembly;
    • "WA driver" means a driver duly licensed by a WA state to drive a particular type of vehicle within that WA state, regardless of whether the driver is human, another sentient specie, artificial intelligence of some kind, or such other forms of existence recognised by a WA state as of free will and sentient
    • "WA Passport Organization" means the World Assembly Global Emigration, Security, Travel and Passport Organisation.
  2. The ITSC, in consultation with the GESTAPO, shall set forth, and update from time to time as it deems fit, a template for a WA Driving Certificate to be issued from time to time by a WA member state that shall satisfy the following criteria:
    • Available in paper, electronic, or such other formats as WA member states across the multi-verse find convenient, and with such security and anti-forgery features as the WA Passport Organization deems absolutely necessary;
    • Compatible with such authentication mechanisms and privacy protection controls as ITSC and the WA Passport Organization deem necessary to protect the data security and privacy contained in the WA Driving Certificate;
    • Contains the minimum necessary amount of personal information on the driver, the use of any corrective instruments (such as eyeglasses or other instruments required by other species), the types of vehicles for which the driver is qualified to drive, and other information as required by ITSC to fulfill its duties;vaccinations previously undertaken, such as the identity information of the holder, the types of prophylaxis or vaccine administered, date, manufacturer and batch number, dates valid, and other details as the WHA deems absolutely necessary.
  3. A WA member state is required to comply with the requirements of issuing and processing a WA Certificate of Vaccination in the following manner:
    • A WA state must ensure that its own WA drivers are aware of ITSC regulations as promulgated from time to time, and to be aware of the specific regulations applicable to the WA destination, in particular any differences in traffic rules and laws that may substantially differ from the WA state to which the WA driver is licensed;
    • A WA state must make it a criminal offence to provide fraudulent details on a certificate, or to create forgeries of such certificates, and to levy such penalties as it deems fit on any violators of the aforesaid requirements;
    • A WA state must provide a reasonably convenient mechanism for the competent authorities of another WA state to verify the authenticity of a WA Certificate Vaccination issued by the said WA state.
    • A WA state may delegate the issuance of the WA Driving Certificate to outside of the issuing WA state does not permit driving or conduct driving tests. A WA state may also not prohibit its citizens from obtaining a WA Driving Certificate outside of that citizen's WA state, provided that the said WA state permits emigration and/or travel outside of the said WA state.
  4. The ITSA and GESTAPO shall be responsible for promoting the templates for the WA Driving Certificate to ease travel and administrative requirements between WA and non-WA states.

    Notes, for the avoidance of doubt, that the aforesaid regulations do not prohibit a WA member state from (i) otherwise setting its own entry, residency or exit requirements as it deems fit; (ii) set vaccination requirements or to choose the types of vaccines that may be required or the frequency of administration, or (iii) require serology tests, quarantines or other health measures as it deems fit after entry.
