No eating of cats and dogs
The World Assembly (WA),
Defines an "inhabitant" to mean the sapient species of a WA state;
Hereby requires:
1. No WA state may permit slaughtering any dogs or cats for use as food, whether for inhabitant(s) in that WA state or other species.
2. No WA state may sell, use, or permit the sale or use of the flesh of dogs and cats for food.
3. No inhabitant of a WA state may import the flesh of dogs and cats for food from another state.
4. Any inhabitant who is in possession of the carcass of any dog or cat or any part thereof in such circumstances as would reasonably give rise to a belief that such dog or cat was being or had been slaughtered or sold or used for food in breach of clause 1 or clause 2 is guilty of an offence in that WA state, unless that inhabitant is able to satisfy to the competent authorities of that WA state no breach has occurred;
5. Any penalties thereof shall be subject to the laws of that WA state.
