I've got a prescription for antihistamines (anti-vomiting medicine) and my own health has recovered somewhat, so hopefully I won't vomit all over this topic again. (I actually vomited on my laptop the last time this was discussed).

But anyway:

This is in case Kenmoria's version (which I am listed as joint author) fails.

Clause 3 is to avoid a debate over GAR#383 by deeming anyone who leaves a will behind saying they want to have their bodies available for sex to be not legally incompetent at the time the sex takes place, because they are dead.

The World Assembly (WA),

Defining "inhabitant" as any sapient species physically in a WA state at the time (and, for this purpose, includes any sapient species inside the territorial waters, airspace, or any other physical dimension where a WA state's jurisdiction is asserted, as well as any vehicles such as aircraft and ships travelling under the flag of a WA state);

Hereby requires:

1. No WA state may permit any of its sapient inhabitants to eat the flesh of another inhabitant of the same sapient species, regardless of whether the latter is dead or alive at the time;

2. No WA state may permit any of its sapient inhabitants to have sex with a dead body of another inhabitant regardless of species;

3. Hereby deems that any inhabitant of a WA state that gives purported written consent (prior to the said inhabitant's death) to (i) having their bodies eaten (dead or alive) and/or (ii) having sex with their bodies after their deaths to be invalid as such inhabitants would not be legally competent immediately upon their deaths;

4. The judicial authorities of the relevant WA state shall have jurisdiction.

Are you saying that consenting to cannibalism and/or necrophilia makes one -- literally, not even metaphorically -- insane?

More in the sense that they might have changed their minds prior to dying and wouldn't have the chance to change the written thing. Or I can just remove clause 3 since the punishments are on the living, not the dead anyway.
