The WA-5A should not really cost more than a couple of bottles of red wine and whiskey (and several cases of beer) a day, plus a "secretariat" that is really just an email list plus maybe an administrative assistant if it really feels like having such a role. (In real life, the IFRS Foundation costs GBP28m a year). So I have not made a call on the General Fund.

Hereby establishes the World Assembly Accounting, Actuarial, Asset-Liabilities Management, and Anti-Money Laundering Authority (WA-AAAAA or WA5A), which shall be tasked with:
Hereby expressly prohibits the use of last-in-first-out (LIFO) accounting of inventory among all member states and requires all LIFO reserves held on the accounts of an entity using LIFO accounting to be released immediately and taxed according to the laws of the applicable member state;
Hereby encourages member states with significant levels of disposable income to generously donate to WA-6A to pay for their operating expenses as may be required.
