The World Assembly (WA),
Noting that the target resolution guarantees certain rights to citizens of WA states in terms of diplomatic representation if available;
Further noting that the WA has, since the passing of this resolution, considerably expanded the rights of individuals through a significant number of resolutions in a wide range of areas such as civil rights, prisoners' rights, and consular access;
Further noting that there are no rights guaranteed in GA#164 that is not covered by another resolution, and that has served its course and is redundant;
Hereby repeals the target resolution.
