Protections for Sexual Assault Victims

The World Assembly,

Reminding nations of a prior attempt to pass similar legislation,

Noting that such legislation was repealed due to inherent flaws,

Wishing to reinstate those protections for victims of sexual assault,

Hereby;
  1. Requires that individuals who wish to report a sexual assault to the authorities be able to do so without;
    1. Facing any form of punishment for doing so (except if the accusation is proven to be false, held to the same standard of proof as a sexual assault charge),
    2. Any kind of intentional interference in reporting the crime,
  2. Mandates that no person shall face harassment in any form on account of being a victim of sexual assault or making an accusation of sexual assault (except if the accusation is proven to be false, held to the same standard of proof as a sexual assault charge),
  3. Establishes that there shall be no legally recognized difference in the severity or illegality of a sexual assault charge based on the sex, gender identity, sexual orientation, race, religion, status as a prostitute, social standing, or economic or political status of the accused or of the accuser, except where hate crime legislation applies,
  4. Requires that any person in violation of clauses one or two shall face civil penalties for their actions,
  5. Recommends that schools within member nations educate their students about sexual assault and how to prevent it.

Overview
This resolution seeks to establish protection for victims of sexual assaults, particularly those who have filed complaints against these crimes to prevent them from being punished for it. It also fixes a wording flaw from a similar resolution (#632) from the same author that was passed but then quickly repealed to rectify the flaw.

Recommendation
The clauses of this resolution allow victims of sexual assault to suffer no reprisals, from discrimination to punishment, while ensuring that these assaults cannot be treated differently depending on the status of the victim. The resolution also ensures that those responsible for such reprisals are punished, and creates an awareness program for children who may witness or be victims of such acts.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote For the General Assembly Resolution at-vote, "Protection of Sexual Assault Victims".

This seems to fix the issues raised by the repeal of the previous version, which I had few issues with. Then again, only now have I noticed the rather questionable writing (what's with the punctuation?) that nonetheless doesn't impact my vote. I'd be interested as to @Loh's reasoning?
 
Against. The protections in this resolution remain too weak especially when compared to other drafts on the GA forums.
