1999

April 30
I'm the new Vice Chancellor of Foreign Affairs. I hoped for a meaningful advancement in my political career, being chornyye lyudi.* But my boss and now predecessor was executed. He was one of the key plotters behind the coup attempt.
I couldn't say I approve but I couldn't feel pity for the poor bastard either. What did he expect? This country may be changing, but today it's still the same old Severogotia. Abolishing the death penalty won't happen anytime soon.
May 1
Something strange is happening with the Governor-President. During a live broadcast of the Security Council, he started attacking parties that identify with the Courantist Church, including his ally the All-Severogotian Social-Messianist Union.
June 12
Oh my God. Courantist parties and organizations have been banned. The Courantist Church in Severogotia was declared a terrorist organization. Their properties were seized this morning. I have received unconfirmed reports about hundreds of arrests. Why? I don't know. I told my wife to pack up just in case.
What in hell is going on?
May 24
I was granted the title of Jarl by Prince Volodar Bolkonsky. To not only be commended, advanced in political office, but also be ennobled would have been the most glorious day of my life.
I was busy locating my predecessor's family. Nobody was home, the home I apparently now own. I heard from my circles they escaped to Goyanes. Hopefully, they made it.

July 15
The Bureau of Immigration was overwhelmed. I gave the order to close early. Somehow, this was perceived by the press that the Governor-President is closing the border.
There's panic in all of the nation's airports.
July 16
The massive swell of people coming to the airport have exploded into fully-blown riots.
There are already reports of casualties.
July 17
187 people are dead. The riots haven't ended.
July 20
500. I still refuse to believe it. This number is just too ridiculous.
It gets worse. The Governor-President grounded all air traffic.
July 25
The purges have started. All Courantist bureaucrats were asked to clear their desks. Using emergency powers, the Governor-President suspended the Imperial Viek until further notice and unilaterally passed a law barring Courantists from entering public office.
July 30
Flights have resumed but there's still traffic at all border checkpoints. People are leaving in the thousands.
August 3
Kaliva promised to take in 50,000 refugees.
I also received notes of protest from the Predicean government-in-exile's representative. The Governor-President ordered the office architect to remove all the Kaisar's portraits.
When I watched the evening news, there was a mountain of discarded portraits of the Kaisar dumped in a bonfire organized by the Picardist Party of Severogotia and expat leftist youth organization Sinistra Giovanile* at the Predicean Embassy grounds. The event's representative claimed it was cleared out from an old warehouse.
August 4
Aydin just declared it would not tolerate religious persecution. They pledged to work with the Courantist Church to find suitable communities to resettle the 500 Courantist refugees they took in.
I'm curious if the Aydinis were only interested because of the trending humanitarian spotlight.
August 5
The Aethian government agreed to take in 30,000 people.
August 7
Kaliva amplified Aydin's anti-persecution message. Andrenne and Goyanes has started accepting refugees. Both governments have announced sanctions.
I don't know how I could stomach telling this to the Andrennian ambassador. I explained the goal of Severogotia's recent actions is to break up the Courantist Church due to its "historical abuses." Other than that, it should've been business as usual. Ordinary Courantists, too, if they're fine worshiping in their separate, community churches, without Via influence. The Andrennian ambassador made no comment. It's better than how my meeting with the Goyanean ambassador ended.
The Aydini government raised the number of refugees they could take in from 500 to 1,500.
August 8
Goyanean navy ships escorted by the Andrennian air force have been spotted near Severogotia's Great Northern coast. An emergency Security Council meeting has been called by the Governor-President.
An hour ago, the Andrennian government declared it will not recognize the Severogotian government and promptly withdrew their diplomatic mission.
Severogotia is now an international pariah.
August 13
Lèse-majesté was repealed.
Fuck Prince Volodar Bolkonsky.

June 8
The moron went on Radio Vaeltijvnykvag. Sometimes it astonishes me how a government could pretend everything is fine. Maybe, if there were no fewer than 500 refugees bound for Aydin at the beginning of this mess and nothing more.

December 31
More than 3 million people have left Severogotia. 700,000 of them are in Oklusia. I'm glad there's more people who made it out than I expected.
My New Year's Resolution? To have the strength to accept Prince Anatoĺ Kurahin's offer.

August 10
There's shouting outside my door. I knew this day would eventually come. To think Niki had the nerve to assume I was ever planning to escape.
I know what I did.
May God have mercy on my wretched soul.

*
Chornyye lyudi - Literally "black people." A Yakuvoniak term originally used to call the lowest free class in Severogotia. It now applies to commoners in general.
Sinistra Giovanile - Predicean for "Left Youth."

Office of the Vice Chancellor of Foreign Affairs
A note upon the Office of the State Chancellor's note on The Kaisar's "democratization" of the Imperial Court

Item 1: Forgoing or donating income from private assets to charity

It is well within the Kaisar's rights to redistribute his personal funds. It is a separate income from the private assets of the Imperial Court. It could absolutely be used for anything he wishes.

But the dvarans* won't be too happy. They think it might set off a trend, especially from the troublesome reformists in their ranks, and create an unwanted appetite for change.

Item 2: Opening up the imperial residences to the public

The Kaisar is thoughtful for planning to use the revenue to charity. But it would be a mistake to open residences all at once. Select residences must remain private to ensure safety and the uninterrupted continuance of the affairs of state. The executive, legislative, and the judicial branches, nearly all central government offices, are housed in imperial properties. Furthermore, there are imperial properties leased to the dvarans for various uses, often recreational. Preventing their grand balls from exclusive palaces won't certainly win loyalties from neither them nor their children.

Item 3: The Kaisar

His Majesty is a foreigner. His Predicean family might have been our Kaisars since the 19th Century, but none of them grew up or lived in our country. Most of them had a hard time speaking our language. He, like all of his predecessors, must be fully advised about the consequences of his actions, especially if it needed alterations.

But I agree with His Excellency The Governor-President and the State Chancellor. Severogotia must change. Some of His Majesty's ideas will help us achieve our goals.

Office of the Vice Chancellor of Foreign Affairs
Supreme Privy Council on The Kaisar's "democratization" of the Imperial Court

Item 1: Forgoing or donating income from private assets to charity

Decision: Creation of the Imperial Philanthropic Society
All 30 charities under the imperial patronage will be coordinated under an independent organization, wholly supported by the Imperial Household, dedicated to provide the necessary funds, assets, and other services. It will be managed by a Beneficent Committee, comprised of other Severogotian and foreign philanthropists.

Item 2: Opening up the imperial residences to the public

Decision: Select areas of Rokzakon Palace will be open to the public on a seasonal basis.
Between July and August, and between September and November, Arcanstotskan Hall and Winter Square will be open from 10:30 AM to 4:00 PM. The South Gardens of the Imperial Palace will now be open at all times.

Item 3: The Kaisar

Decision: Study the depoliticization of the Viceroyalty
The semi-parliamentary characteristics of the Severogotian constitution, central aspects of our Imperial Republic, are not its strongest features. The political neutrality of the monarchy in the current system is only limited to the monarch, not the governor-president.
