Charter of the Prydanian Cultural Community

We the people of the Prydanian Cultural Community
Affirming that the special strength of this Cultural Community lies in the combination of our diversity and our shared inheritance in language, culture and the rule of law; and bound together by shared history and tradition; by respect for all states and peoples; by shared values and principles and by concern for the vulnerable,
Recalling that this Cultural Community is a voluntary association of independent and equal sovereign states, each responsible for its own policies, consulting and co-operating in the common interests of our peoples and in the promotion of international understanding and world peace, and promoting our shared values, language, and culture for the benefit of all,
Affirming that this Cultural Community wishes to seek consensus through consultation and the sharing of experience, especially through practical cultural co-operation, and further affirming that this Cultural Community is uniquely placed to serve as a model and as a catalyst for new forms of friendship and co-operation in the spirit of the universal rights of man,
Welcoming the valuable contribution of the network of the many intergovernmental, legislative, professional and civil society bodies which support this Cultural Community and which subscribe and adhere to its values and principles,
Affirming our core principles of consensus, mutual respect, inclusiveness, transparency, accountability, legitimacy, and promotion of our shared heritage and values,
Reaffirming the core values and principles of this Cultural Community as declared by this Charter:
Sovereignty
We recognise the inalienable right of individual nations to be sovereign and co-equal, and to be responsible only to their own peoples. Governments, political parties and civil society are responsible for upholding and promoting our shared culture and practices and are accountable to the public in this regard. Legislators and representative local governments and other forms of local governance are essential elements in the exercise of sovereignty.
The Cultural Community is committed to promoting shared language, culture, history, and values and shall not impose economic, military, or migratory policies on all, or any, of its members.
Human Rights
We are committed to the universal rights of man. We are committed to equality and respect for the protection and promotion of civil, political, economic, social and cultural rights, for all without discrimination on any grounds as the foundations of peaceful, just and stable societies.
We note that these rights are universal, indivisible, interdependent and interrelated and cannot be implemented selectively. We are implacably opposed to all forms of discrimination, whether rooted in gender, race, colour, creed, political belief or other grounds.
Freedom of Expression
We are committed to peaceful, open dialogue and the free flow of information, including through a free and responsible media, and to enhancing our shared culture, languages, history, and values.
Cultural Promotion
We are committed to the promotion of our shared culture, language, history, and values through cooperation, promotion, and investment through, but not limited to, an institute to study and promote the Prydanian language, a shared institute to promote our shared culture and history, and a program to promote student exchange between institutes of higher learning in our countries to foster closer academic ties.
Symbolism
We recognize the languages of the Cultural Community to be Prydanian and Mercanti. The Cultural Community's emblem shall be a daisy to stand for peace between ourselves and the rest of the world, and its flag shall be that symbol on a red field to symbolize the red banners that link our shared heritage.
Membership
Membership in the Cultural Community is open to all nations bound by shared history of Prydanian expansion and settlement, and whose national character is in part defined by this history. All other nations are welcomed as observers to the Cultural Community should they desire and should a simple majority of members approve said application.
Governance
Each member state, and each Observer state, shall send one representative to sit on the Cultural Community's Council. The presidency of the Cultural Community's Council shall rotate among the representatives of all member states every three months. All votes undertaken by the Council shall pass or fail by a simple majority. Representatives of Observer states shall have the right to partake in discussions on the Council but may not cast a vote.
Headquarters
The Cultural Community's Headquarters shall be in the city of Stormurholmr, in the province of the same in, in the Kingdom of Prydania.
