The Security Council,

Identifying The Semi-Charmed Retired Life of Shizensky Prime (Shizensky) as a prime contributor to several communities and staunch defender of regional autonomy through its amicable and skilful leadership, diplomatic expertise and overall benevolence,

Noting the beginnings of Shizensky’s predecessor, Korallia, as a native of 10000 Islands (XKI), a region home to a friendly and vibrant defender community, where its contributions have included:
  1. Establishing and overseeing the initial growth of Taco Island, a cultural heart of the region that thrives to this day, and

  2. Rescuing the region's foreign standing alongside Ananke II through the revitalisation of the State Department, the healing of XKI's public reputation, and the development of ties with numerous regions including European Union, Texas, The Council of Narnia and The United Kingdom,
Aware that, after the collapse of Rogue Islands Alliance in 2004, Shizensky founded its successor, the Renegade Islands Alliance (RIA), which came to be a legendary defender region under the skilful and welcoming leadership of Shizensky, eventually going on to be commended by SC#173,

Impressed by Shizensky’s invaluable efforts in building the RIA into a thriving and vibrant community, notably by creating and operating the regional forums, which allowed for efficient communication and became a major hub of cultural activity, authoring the region’s initial constitution, which laid in place the RIA’s structure for many years, and supervising the RIA’s growth as Chief Executive,

Amazed by Shizensky’s creation of the RIA Special Forces (RIASF), a historically significant naval force designed to protect vulnerable communities abroad, where Shizensky played a crucial role by:
  1. Spearheading the recruitment of new Sailors,

  2. Overseeing the RIASF’s participation in the vast majority of its operations to defend innocent communities, including those in Ethiopia, Asia, The North Pacific, Middle Earth and St Abbaddon, and

  3. Helping to unite defenderdom to exceptional levels of collaboration and coordination through the RIASF during a period of extensive political turmoil and poor communication,
Acclaiming Shizensky's further contributions following a regional revival in 2013, notably updating the RIA's constitution, strengthening regional engagement and community by establishing many cultural activities as well as the regional economy, and tirelessly working to recruit new nations such that the RIA grew rapidly after the renewal and gained 317 nations in only eight months,

Highlighting Shizensky’s work in securing the region’s foreign standing during and after the rebuild, constructing relations with regions as diverse as Lazarus, Spiritus, Wintreath, Texas and XKI, as well as negotiating the long-standing XYZ treaty with Mordor and the Rejected Realms, which provides mutual defence to benefit each other’s security and bolsters cultural collaboration,

Honouring Shizensky’s role as a founding member in Fort Triumph, a historic defender region that provided vital stability to defenderdom in a time of political instability, where Shizensky designed the regional forums to facilitate efficient regional communication, and then spearheaded the introduction of many cultural activities to strengthen engagement, including a regional economy, casino and bestial invasion,
Praising Shizensky’s mentorship of numerous nations that have since become prominent defenders and regional leaders, including Scepez, Acronius, Lichto, Timothia, Tangaroan Islands, Falconias, HumanSanity and Benevolent Thomas; Shizensky was even awarded the Best Defender Mentor award in 2015 for sharing its invaluable wisdom with generations of defenders,

Extolling Shizensky's creation of NSBreeze, a tool designed to facilitate many crucial national procedures and significantly strengthen the efficiency of defending methods, also serving as the foundation of Breeze++ (a tool which allows defenders to swiftly react to invader threats), and

Convinced that Shizensky’s prime efforts have positively impacted countless nations and communities, making it a nation well-deserving of international recognition,

Hereby Commends Shizensky Prime.

Overview
This resolution seeks to commend Shizensky Prime for their contributions to 10000 Islands (XKI) and the Renegade Islands Alliance (RIA). The author begins by pointing out their contributions to XKI's roleplay scene and the resurrection of their foreign affairs apparatus. The resolution then continues by detailing their many contributions to the RIA--including building its foreign affairs, contributing to that region culturally, managing and leading its large military (and creating new tools for it), and mentoring the next crop of leaders of that region, many of whom have gone on to receive commendations themselves.

Recommendation
While we have no doubt that this nominee is perhaps worthy of our approbation, it is worth considering precisely what the commendation dives into. Detailing certainly impressive diplomatic work, it details the construction of alliances that we think rather natural. Certainly these required deft skill to maintain, rapprochement is more noteworthy than forming links with ideological bosom buddies. Additionally, while one can certainly find oneself impressed with the scale of achievements of the RIASF, it is worth noting that no scale is provided. These achievements of Shizensky's would be more impressive if it was clear they were impressive, especially by the scale of their day. Finally, we are left to consider whether cultural achievements are inherently commendable. Again, with no sense of scale or depth, as with the other main thrusts of this commendation, we are left to assume that the nominee's achievements were either fleeting or just on the wrong side of commendable.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote Against the Security Council Resolution at vote, "Commend Shizensky Prime".

This proposal has received the requisite approvals to enter the formal queue. Barring it being withdrawn or marked illegal, there are two possibilities for when it might reach vote. It will either reach the floor on either Saturday, March 19 or Wednesday, March 23 at Minor Update depending on the progress of "Commend Emiline".

When it comes down to it, the only main support that the author uses for commending the target nation is the contributions to XKI’s R/D aspects. Against

Edit: My ideology on SC commendations is that good commendations commend a nation with a good reputation and list contributions that impact NationStates as a whole or impact more than one regions. This proposal blatantly fails this checklist.
