New Minister of Culture

Following @Katuda expressing a desire to step down as Minister, I am appointing @Dreadton as Minister of Culture. Dreadton has served as a Deputy Minister in the Ministry over the past three terms and has been an excellent member, and their enthusiasm and competence for the role is beyond doubt.

I wish Katuda good luck in their future endeavours, and thank them for their service.
