Sure, when someone fails to stick to a section of any legal document TNP has, a penalty is specified, for example, loss of the right to vote. Have you any plan to guarantee (if appropiate) that penalty? Or better yet, prevent that someone brakes the rules?
 
Were I to be elected Justice, my plan to ensure proper penalties is to do a good job as Justice.

My plan to prevent people from breaking laws is to encourage them not to do dumb things, as those are the leading source of law-breaking.
 
In the way of actual campaign promises, I have a small raft of changes to the Court Procedures I'd like to possibly make, based on recent experience being both a Defense Attorney & Prosecution, and noticing of areas where those rules either prevent reasonable efficiency in trials, or hold them up in certain ways.
