Greetings all,

We are pleased to announce the results of the 2020 IFV survey! The objective of this survey was to gather actionable feedback on the Ministry of WA Affairs' IFV program, and the survey consisted of a combination of multiple-choice and long answer questions, with several new questions added for this year. This survey was targeted at WA residents of TNP. Feedback was very positive overall, with 57 responses recorded (the same number as last year) and substantial improvements across the board.

Question 1 - Did you previously know about the Information for WA Voters program?

70.2% of participants answered that they knew about the IFV program, a marked increase from 64.9% last year (+8.2% multiplicatively). The fact that 29.8% of participants reported not knowing about the program is interesting, considering 96.5% of respondents gave feedback on the quality of the program's telegrams in the next question.

Question 2 - What do you think of the information telegrams for General Assembly resolutions?

Another resounding success, with 80.7% of participants indicating that IFV telegrams are "informative and well written" (up from 77.2% last year- +4.5% multiplicatively), and only a single respondent answering that IFV TGs are neither informative nor well written.

Question 3 - Do the information telegrams affect how you vote on General Assembly resolutions?

The results for this question are particularly interesting, with 24.6% of participants reporting that they "always vote as the information telegrams suggest"- up 40.6% multiplicatively from last year's 17.5%- and 42.1% reporting that they "take the information telegrams into account when deciding how to vote," compared to 25.1% last year. However, 28.1% reported that they "usually vote as the information telegrams suggest"- a decrease from last year. This is likely due to more people reporting that they always vote as the telegrams suggest or at least take the telegrams into account; amazingly, no respondents indicated that they do not vote on GA resolutions.

Question 4 - Are you interested in continuing to receive information telegrams on General Assembly resolutions?

78.9% reported interest in continuing to receive GA IFV telegrams every time there is a vote, a slight decrease from last year's 84.2% (-6.3%).

Question 5 - Are there any other comments you would like to share about information telegrams on General Assembly resolutions?

11 responses to this question. Overall feedback was highly favorable, with major suggestions including to have IFVs out on the forum prior to the start of voting and increasing public awareness of the option to opt out of these telegrams (this option is already stated at the bottom of IFV telegrams).

Question 6 - Do you vote on General Assembly resolutions?

A pronounced improvement over last year, with a whopping 77.2% reporting that they always vote on GA resolutions (up 19.0% from last year's 64.9%), and no respondents indicating that they don't vote on GA resolutions.

Question 7 - Do you vote in forum voting threads on General Assembly resolutions?

A notable improvement and standalone success- 21.1% reported always voting in voting threads on GA resolutions (up 101.0% from last year's 10.5%), along with strides in often voting in GA threads (+22.2%) and rarely voting in GA threads (+20.1%).

Question 8 - What do you think of the information telegrams for Security Council resolutions?

Another piece of very positive feedback- 82.5% of participants reported that SC IFVs "are informative and well written," an 11.9% improvement over last year's 73.7%.

Question 9 - Do the information telegrams affect how you vote on Security Council resolutions?

Somewhat different results here compared to the analogous GA question earlier in the survey: 28.1% reported always voting on SC proposals as the IFVs suggest (same as 2019), with 35.1% reporting usually voting as recommended (up 28.0% from last year). It appears as though SC IFVs play a greater role in participants' decision-making when it comes to voting than GA IFVs.

Question 10 - Are you interested in continuing to receive information telegrams on Security Council resolutions?

Similar to the relevant GA question earlier in the survey, 78.9% of participants reported being interested in receiving IFV TGs with every vote (a 6.2% decrease from 2019's 84.2%).

Question 11 - Are there any other comments you would like to share about information telegrams on Security Council resolutions?

Virtually identical responses (10 in total) to the similar GA question further up.

Question 12 - Do you vote on Security Council resolutions?

A predictable increase relative to the last survey, with 70.2% of respondents (up 14.3% from last year's 61.4%) indicating they always vote on SC resolutions. Consistent with last year, SC voting turnout is lower than GA turnout despite SC IFVs being reportedly more influential.

Question 13 - Do you vote in forum voting threads on Security Council resolutions?

Improvements across the board, with 24.6% reporting always voting in threads (up 100.0% from last year's 12.3%), 15.8% reporting often voting (+12.9%), and 22.8% reporting rarely voting (+30.3%). 36.8% reported never voting in threads, a 34.4% decrease compared to last year.

Question 14 [New] - What other factors do you take into account when deciding how to vote on World Assembly resolutions?

A new question this year, with 23 responses in total. A wide range of factors was indicated to come into play in influencing people's voting stances: the status and standing of the author, the policies promulgated, perverse incentives and potential policy consequences, discussion and forum threads, Delegate vote, noncompliance, personal beliefs, military alignment, and prior knowledge were all brought up.

Question 15 - If you do not vote on World Assembly resolutions, can you tell us why?

5 responses in total, primarily having to do with time constraints and real life commitments.

Question 16 - Do you have "WA Campaign" telegrams blocked in your nation's telegram preferences?

96.5% reported not having campaign TGs blocked, a 10.0% increase over last year's 87.7% and a good boding for confidence in the Ministry's work.

Question 17 - Did you know that the Information for WA Voters program also publishes dispatches?

66.7% reported knowing of IFV dispatches, an 11.9% improvement over last year. Something is still strange here, considering dispatches are prominently featured in the TGs and all WA residents on the Discord are pinged when a new dispatch is published.

Question 18 [New] - Do you generally approve (upvote) dispatches published by the Information for WA Voters program?

A new question this year, and one with fairly promising results: 63.2% reported generally upvoting these dispatches, 5.2% less than the percentage of people who reported knowing they exist.

Question 19 [New] - The format of Information for WA Voters releases was recently changed. What is your opinion of this new format?

Another new question, with a quite predictable outcome: 31.5% reported the updated overview/recommendation IFV format being better or roughly the same as the old format in terms of appeal, with 64.9% reporting not knowing it was modified.

Question 20 [New] - What part(s) of Information for WA Voters dispatches do you usually read?

Building off the previous question, this new one yielded some interesting results: 54.4% reported reading the entirety of IFV dispatches, with 10.5% reporting not reading them at all.

Question 21 - Do you have any other comments about the Information for WA Voters program?

9 responses in total. Most respondents voiced that they had no further comments, with one suggesting to post IFVs on the forum prior to the start of voting and another opining that they are "long and boring."

Question 22 [New] - Are you aware of World Assembly Development Program (WADP) proposal voting awards?

This new question received a fairly decent response, with 33.3% indicating they actively seek WADP voting awards, and 89.5% in total reporting they know of such awards.

Question 23 [New] - The Ministry of World Assembly Affairs has recently announced 3 new programs: Ministry card rewards, the Accelerator Program, and the Mentorship Program. Do you have any thoughts on these programs?

A new long answer question, with generally positive feedback and suggestions to advertise the programs better and gauge their effectiveness as time goes on. 12 responses in total.

Question 24 - Are you a member of TNP's regional forum?

68.4% answered in the affirmative, a modest 2.5% increase over last year's 66.7%.

Question 25 [New] - Are you a member of TNP's Discord server?

61.4% reported yes, indicating greater forum participation compared to Discord participation among respondents.

Question 26 - Are you a member of TNP's Regional Assembly?

In other words, are you a citizen? 56.1% answered in the affirmative, meaning that 82.0% of participants on the forum are citizens. This RA percentage was a slight 6.7% increase over last year's.

Question 27 - Are you a member of the Executive Staff?

26.3% answered in the affirmative; this is the same percentage as last year. Out of this survey's participants, there is such a disparity between forumgoers/Discord members/citizens and exec staff members that the obvious question is why participants are not in the executive staff, considering that they were clearly dedicated enough to the WA to complete this survey in its entirety. Perhaps this a question to be asked in a future survey.

Overall Takeaways

Strong leadership and direction throughout the past year has clearly had an effect on confidence in the Ministry's operations, with strong increases in positive feedback across the board. Based on the results of this survey, main areas for improvement in the future seem to be further increasing the timeliness of IFV release on the forum, continuing to gauge the effectiveness of new programs, and ramping up our advertising efforts even further.

As always, a huge thanks to everyone who participated, and I look forward to maintaining and improving the quality of work this Ministry is known for.
