A repeal in the GA is whatever a legal proposal majority of WA votes think presents an adequate argument for a repeal.

Honestly, I think that's it. It's hard to define what a "proper" repeal is, and Gensec, WA delegates and WA voters filter out illegal, bad, and inpopular repeals, respectively.
