When you propose a bill, please explain your reasons for doing so.
 
The Consitution allows for regulations for Citizenship to be defined by law. Why would we amend the constitution when we could just amend the legal code?
 
In their opinion issued here, the Court ruled that "the Speaker does possess the right to unilaterally table proposals, if their continued debate is not reasonably in the best interests of the region". With this in mind, and clearly seeing the issues inherent in having this discussion, as Speaker, I am closing discussion on this proposal and any further proposals that resemble this in wording or effect.
