Seeing The aims of genetic modification (GM) include faster growth, resistance to fungi, production of extra nutrients, or some other beneficial purpose for the citizens of many nations;

Realizing There is also some that genetically-modified plants may leak chemical mixtures into the soil through their roots, possibly affecting communities of seeds;

Further Realizing that if regulation of GM had been implemented environment protection would increase for the betterment as well as health on the consumer's side as well as maintaining soil health within every nation;

Hereby,

1. Mandates that agricultural policy will focus on the product of genetic modification (GM) methods, not the process itself, only regulation grounded in verifiable scientific risks will be tolerated, and GM products are on similar enough to existing products that existing laws are sufficient to review the products. In order to ensure the knowledge of the consumer, all genetically modified products (GMP) will be labeled;

2. Unprivatises business that check the validity of genetically modified foods and that all procedures and methods will be reviewed by the incoming governmental association

3. Authorizes The Organization of Foods Consumer Protection (OFCP) to review GM methods by farmers and firms, seeing if the method had been done via verifiable scientific methods as well ass sees whether foods have been labeled or not and has the final word to whether these products will go to the public and lastly will discourage agriculturists genetically modifying their products;

4. Approves certain firms to test whether products are ethical for consumers by proving to the OFCP whether the company is capable of examining consumer foods for the evolution of consumer protection.

You are confusing GMOs with chemicals. GMOs pose no environmental threat. Also, you have not defined “veritable scientific methods”.
 
This draft is pretty decent; you're definitely improving! I highly recommend doing research on existing real-world laws on the topic you're trying to write about, and the context surrounding those laws. Also, make sure you understand why previous resolutions on the matter failed/weren't tried/passed and covered something slightly different.
