The Auroran Union

The Auroran Union is an international alliance, customs union, and free movement zone for states on the continent of Auroria. The seat of the Union is the Permanent Secretariat, located in Hirosake, Akaria. Prospective member states should address an application to the Secretary-General indicating their intent to sign and ratify the Treaty below.

Charter of the Auroran Union:
THE IMPERATOR OF THE IMPERIUM EPIPHANI,

THE EMPERORS OF AKARIA,

THE EMPEROR OF SHIRAKONIA,

THE KING OF NORDVAND,

THE PRESIDENT OF ABELFREYJA,

THE PRESIDENT OF POLIHY,

THE PRESIDENT OF SWINDENLAND,

DETERMINED to foster greater solidarity between the Nations of Auroria,

RESOLVED to ensure the economic and social progress of Auroria by co-operation and common action,

AFFIRMING as the essential objective of their efforts the constant improvement of living and working conditions of their peoples,

RECOGNIZING the need to pool their resources to preserve and strengthen peace and liberty, and calling upon the other Nations of Auroria who share their ideals to join in their efforts,

and to this end HAVE DESIGNATED as their Plenipotentiaries:

WHO, having exchanged their full powers, found in good and due form, have agreed as follows.

ARTICLE I

The Parties establish amongst themselves an Auroran Union, henceforth called ‘the Union’.

The Member States of the Union shall be the original Signatories and any other State whose admission is agreed upon by the Council.

Member States shall be expelled by agreement of two-thirds of the Council.

Member States who have determined to withdraw from the Union shall notify the Secretary-General, who shall strike the name of their Signatory from the Annex and notify the Council.

The acts of the Union under this Treaty shall be effected by a Council and a permanent Secretariat.

ARTICLE II

The Council shall consist of one delegate from each Member State.

The Council shall meet at stated intervals and from time to time as occasion may require at the Seat of the Union or at such other place as may be decided upon.

The Seat of the Union is established at Hirosake.

Except where otherwise expressly provided in this Treaty, decisions at any meeting of the Council shall require the agreement of a majority of the Delegates represented at the meeting.

Delegates and other officials of the Union, when engaged in the business of the Union, shall enjoy diplomatic privilege and immunity.

ARTICLE III

The Secretariat shall be established at the Seat of the Union. The Secretariat shall be composed of a Secretary-General and such other secretaries and staff as may be required.

The Secretary-General shall preside over meetings of the Council. They shall have authority to decide on Council procedures and interpret ambiguities in the text of this Treaty and of resolutions of the Council, should they arise. The secretaries and staff of the Secretariat shall be appointed by the Secretary-General.

To preserve the neutrality of the Secretariat, the Secretary-General shall enjoy only a casting vote.

The first Secretary-General shall be decided by lot. Thereafter, candidates for Secretary-General shall be nominated by motion of at least two Delegates. The nomination process shall conclude with the nomination of no more than two Delegates, and a Secretary-General shall thereafter be elected by majority vote.

A Secretary-General may be removed by motion of at least two Delegates and the agreement of two-thirds of the Council. The most senior Delegate shall preside over votes on the removal of the Secretary-General.

Upon the removal or resignation of the Secretary-General, the most senior Delegate shall preside over the nomination process.

ARTICLE IV

Member States agree to form between themselves an area of open and free trade.

Member States agree to gradually align their economic policies to better facilitate the same.

The Union shall take steps to ensure, with the exception of such reasonable restrictions as may be deemed necessary, freedom of movement between Member States.

ARTICLE V

Amendments to this Treaty shall require the unanimous agreement of the Council.
