ESTABLISHES a Rehabilitation Division within the World Health Authority (WHA).
HOLDS the Rehabilitation Division responsible for providing free rehabilitation services to all non-violent criminals and mentally ill people within WA nations.
REQUIRES law enforcement to give people suspected of committing a non-violent crime the opportunity to be treated in a WHA rehabilitation center.
