Recommendation:
Although the proposal seeks to replace "Preventing the Execution of Innocents" with a direct ban on capital punishment, this is likely infeasible, as proven by previous attempts. Thus, a repeal would likely only serve to remove the important protections that are put in place by the resolution. Furthermore, a repeal is not necessary to pass a complete ban on capital punishment, as the target resolution states explicitly that "member nations are permitted to sentence and carry out capital punishment within their jurisdictions", thus eliminating any potential issue of duplication.

For these reasons, the ministry recommends a vote Against this repeal proposal.

This proposal, while written for a noble cause, is undermined by its contradictory wording and unclear intentions of the author. While Clause 4 seemingly only prohibits its use in "situations where lethal force would also be prohibited", thus allowing most military uses, clause 5 then prohibits "development of, trade in, and funding" of these weapons, making it effectively a blanket ban. Such a blanket ban would in fact undermine security, by depriving nations of a way of defending themselves. In addition, many inhumane weapons, including chemical and bio-weapons, are already covered by previous resolutions, while nuclear weapons cannot be prohibited per GA#10, rendering the scope of this current proposal to be ineffective.

For these reasons, the ministry recommends a vote Against this proposal.

Mandating the introduction of recycling and salvaging, and making these easily accessible to the citizens of the nations is a necessary proposal, and is executed carefully here.

For these reasons, the ministry recommends a vote For this resolution.

Recommendation:
Crushing Our Enemies, more commonly known as COE, is a widely recognized and respected figure for his service to multiple regions. This proposal recognises the substantive work COE has undertaken during their time in NationStates, including vastly improving The North Pacific's internal security, laws and policies, publications, and government as a whole. COE is one of the modern founding fathers of The North Pacific and his contributions are too numerous to mention in a single resolution. Crushing Our Enemies has a proven record of valuing regional sovereignty, military service, and the strengthening of democratic institutions. Contrary to misconceptions, this proposal does not commend COE for raiding, which he undertook as part of his service and leadership of The Black Hawks, an organization where he helped develop a culture of professionalism and responsibility. His contributions to The North Pacific are, nevertheless, much more prominently cited.

Taking into account COE's wide contributions to the game, the ministry urges a vote For this resolution.

Recommendation:
"Condemn Gatesville Inc" is a well-written proposal composed to finally recognize the terrible actions perpetrated by the oppressive regimes Gatesville Inc and its predecessor Gatesville helped to create on numerous occasions, including several times in the North Pacific, such as the infamous Lewis and Clark rogue delegacy. Gatesville, which was characteristically against the esteemed World Assembly, used its large army and intelligence network to bully game-created regions into subverting to this megalomaniac scheme. Similarly, its successor Gatesville Inc proceeded to immediately support the Dourian Embassy's rogue delegacy in Osiris, which was the consequence of The Dourian Embassy losing re-election. In one scenario, Gatesville controlled the delegate nation of The West Pacific simply through spying, and preceded to use this position to destabilize the West Pacific's government.

The North Pacific aligns itself against these wicked actions, and encourages all voters to vote For "Condemn Gatesville Inc".

Recommendation:
Condemn Tinfect" is a thoroughly written, roleplay-oriented proposal that condemns the Imperium of Tinfect - a nation with significant breaches of international legislation on human rights. Completely avoiding any reparations for its history of genocide, Tinfect remains in flagrant noncompliance with several vital General Assembly resolutions, while using a puppet nation to gain the benefits of being in the World Assembly. Beyond the issues of noncompliance, Tinfect is an imperialist nation that shows little regard for sovereignty of other nations and their internationally recognized borders. The proposal at hand puts the atrocities committed by Tinfect in a well thought-out manner to end any hesitancies about the goodness that Tinfect tries to play off.

While the roleplay may seem like bad roleplay to some, it is in fact committed rather gracefully, and with the full permission of the players behind the accounts which has imperialism enacted upon them. The target has put a great amount of effort into roleplaying effectively, and deserves to be recognized for that.

For these reasons, the ministry recommends a vote For this proposal.


Liberate Pars

Recommendation:
At the time voting began on this proposal, Pars was occupied by the raiders mentioned in the proposal and held under a password. However, since then, the raiders have removed the password and left the region, and the region was subsequently liberated, thus eliminating the need for a liberation resolution, which the author has confirmed.

For this reason, the ministry recommends a vote Against this proposal.

In the rare listing of a defense by Arconian Empire that was potentially significant, such as the liberations they have participated in, the proposal does not state whether they organized or were a key part of the missions. Further, in the "impressed" clause of the resolution, it describes Arconian Empire's region as having "small stature, lack of formal training, and absence of a surrounding network", which is contradictory to any claim that the nation runs a venerable military.

Overall, while the nominee has shown dedication to the defender cause, their contribution cannot be said to be significant. Therefore, the ministry recommends a vote Against this proposal.
