The United Meterran Aegis Treaty Coalition Organisation (UMATCO) is a defence coalition spanning the continent of Meterra. Member nations of the Coalition have agreed to collective mutual defence and other defence and security co-operation measures through accession to the United Meterran Aegis Treaty.

The United Meterran Aegis Treaty

The Parties to this Treaty reaffirm their desire to live in peace with all peoples and all governments. They are determined to shield the freedom, common heritage and civilisation of their peoples, founded on the shared principles of self-determination, national sovereignty and the rule of law. They seek to achieve a united coalition of nations, to safeguard and promote stability and well-being across the continent of Meterra.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this United Meterran Aegis Treaty:

Article 1

The Parties undertake to settle any international dispute in which they may be involved by peaceful means, in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with this undertaking.

Article 2

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them; including but not limited to collaboration through the Meterran Economic Treaty Association.

Article 3

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 4

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 5

The Parties agree that an armed attack against one or more of them in Meterra shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Meterran continent.

Article 6

This Treaty does not affect, and shall not be interpreted as affecting in any way, the rights and obligations under the Charter of the Meterran Economic Treaty Association, for the Parties which are members of the Association.

Article 7

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 8

The Parties, the Council and all of its subsidiary bodies shall collectively be referred to as the United Meterran Aegis Treaty Coalition Organisation (UMATCO) or "the Coalition".

Article 9

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council will elect an individual, from a nation party to this treaty, to serve as Secretary-General of the Council and political head of UMATCO for a term of one year.

Article 10

The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5. The head of the defence committee will be selected from amongst the serving military officers of the parties to this treaty and will be the senior military office in UMATCO, holding the position of the Supreme Coalition Commander.

Article 11

The Parties may, by unanimous agreement, invite any other Meterran State in a position to further the principles of this Treaty and to contribute to the security of the Meterran continent to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Council.

Article 12

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.

Article 13

After the Treaty has been in force for five years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Council, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

Article 14

This Treaty shall be deposited in the archives of the Government of the Majestic Twelve of Haor Chall. Certified copies will be transmitted by that Government to the Governments of other signatories.

Haor Chall would like to open the first joint session of the Coalition Council and Defence Committee by raising the issue of piracy and related security concerns in the state of Oclusia.

Whilst Oclusia is not a member of UMATCO, the instability there has broader implications across all of Meterra. If left unchecked the security vacuum created in northern Meterra will threaten major sealanes around the north of the continent and have long term impacts on security for all nations represented here and those across Meterra. There has been some talk in META to take action in this crisis, whilst all here are members of both institutions, we feel that UMATCO provides a more appropriate framework for what is, primarily, a security related concern. It is also an opportunity for us to develop the cross-military links and experience which are essential to the future success of this organisation and a chance for us to demonstrate our credibility as a pan-Meterran defence coalition.

We therefore propose that a UMATCO counter-piracy taskforce is established, with the Defence Committee tasked to develop the appropriate requirements and frameworks for this force immediately.
 
Lanceria concurs with Haor Chall's premise. Allowing this piracy to go unchecked will inevitably grow the problem as others are inspired by the potential reward and little consequence. Even now, our own sailors may pay the price in their cargos or their lives in those areas surrounding Meterra.

It is with that in mind that Lanceria wholeheartedly supports this motion in the interest of Meterran security and for our own experience gained in coordination against a lesser threat as compared to larger conventional threats we may face in the future.
 
Naizerre is in agreement with the proposal - allowing this piracy to take root on our continent both does us wounds and gives imperialist powers opportunity to intervene in our affairs. We must send a strong message, both to these pirates and to foreign powers - Meterran affairs are for Meterrans to sort out.

With this in mind, the bulk of Naizerri naval and air forces will be put at the disposal of the Defence Committee and any commanding officer they appoint.
 
The Republic will allocate a portion of its fleet to the safeguarding of merchant traffic in the northern straits. We agree that something needs to be done. This matter directly affects the economy of META, and should be taken as seriously as one can be. It is our observation that Oclusia is in a state of anarchy currently. Whether or not this requires international intervention within their borders is unclear currently, but at the very least merchants and mariners must be protected in the meantime.
 
The Demescian Nations, while agreeing that the havoc in northern Meterra is within the Organisation's jurisdiction, believes that we also have marauders in the south that shouldn't be ignored. Desperados of Predice's Communist faction have attacked the Syrixian embassy in Antofagosta, disrupting peace within the country. An attack on a contributing member to the continental economy cannot be ignored; it is a potential wildfire that must be extinguished.

If the Organisation is to make preparations to reach order in the northern sea, we must also make preparations to reach peace in south Meterra.
 
Firstly, we are pleased to see unanimity regarding the Oclusian situation - the Defence Committee will immediately begin the necessary preparations.

Regarding events in Predice, we agree these are most troubling. Haor Chall has already offered extensive security assistance to the Predicean government and it is fair to say they are somewhat overwhelmed at the moment. Whilst we ideally would have preferred UMATCO to take the lead, from an international standpoint, other actors have already made commitments to Predice - through the Commonwealth and the Luscova Pact - and I don't think they feel able to have further foreign forces in Predice.

Haor Chall has the expeditionary capability to support Predicean logistics and we are happy to co-ordinate with others in UMATCO who are able to provide similar supporting capabilities. Primarily we think that logistical and economic support are the greater needs of Predice currently, rather than direct military action. Nevertheless Haor Chall would completely support a public signalling our political willingness to take further action if requested by Predice. I have been told that the Charrian representative will be raising the issue of economic support to Predice through META shortly and, if we could suggest, maybe the Secretary-General could reach out to META CEO Tsubo Tsango and see if they would be willing to agree to a joint statement from both organisations representing Meterra?
 
Qom Ṛofa spoke: "It's a tad weird - and a tad ironic - being asked by the man who invaded your country to collaborate. Ne'ertheless, I have not an ounce of doubt that Tsubo Tsango will make the right decision in the lucha libre against those commies on the coast. I'll dispatch an epistle; we will see what he says."
