- Defines a criminal as one whom as committed a felon or crime by definition of member nation.
- Further defines of 'High Level Profiles' as those whom may break crimes in various countries
- Enforces the laws of member nations as to keep the rates of crime down.
- Requires member nation 'Border Patrol Agencies' which protect member nation borders within a [minimum] seventy-five mile radius of border zone to detain and extradite criminals confirmed within such International Database.
