As per the Legal Code, section 8, clause 6, I have opened a vote in the NPA subforum to add a new rank and associated insignia to the NPA's ladder. Twenty three soldiers voted over the course of the seven days the vote was open, and with a 100% majority in favor, the Warrant Officer rank has been added between Sergeant and Lieutenant.
The Warrant Officer rank bears with it this insignia:
This rank will hold those ex-Sergeants who are being actively trained in how to lead NPA operations, and may thus, under warrant from the Minister of Defense, act as an Officer for these training operations. These Warrant Officers would then be promoted to Lieutenant upon completion of their training, or down to Sergeant if they should fail their training.
This would give potential Officers a clear training process rather than a simple binary test, and would ensure that our Officer ranks would consist solely of those who have proven to be repeatedly successful in leading operations. By separating this rank out from the standard Sergeant / Lieutenant divide, I hope to signal both to future Ministers as well as the common rank and file that a promotion to Lieutenant should be for those who have proven over a period of time that they know the basics of what being an Officer entails.
This would also offer flexibility for future Ministers should standards shift over time, unlike our previous Officer Test, which, while somewhat flexible due to the lack of specifics in what that test entails, still required a binary pass/fail of the potential Officer.
