Across the Meterran Sea

The Hightonian cargo ship Georgetown was en route from the Bay of Alexandria to Ruskaland. The Ruskan government had ordered a large supply of AMW[note]AMW is Aleman Motor Works, one of the Craviter's biggest automobile manufacturers[/note] automobiles from Highton following the collapse of the industry in Ruskaland. The waters were calm, as was the weather, and Captain Urban Trevis was preparing the ship in be unloaded upon arrival- in just a few hours, the cargo vessel would no longer be carrying the large supply. About 100 miles off of the Plembobrian coast, some of the crew members reported a loud crash. Nothing appeared wrong on the upper deck, but Trevis ordered for different sections of the ship to be tested for possible problems. Should worst come to worst, he thought, the ship could attempt to make an emergency stop in the Plembobrian province of Cherpis. But when the report was returned to the captain, he began to internally panic. Something had rammed into the lower hull causing the ship to slowly go down. Immediately, Trevis ordered for all of the secondary boats to be prepared and get everyone off the ship. The crew was very quick at this and within minutes, most of the ship had been evacuated. The ship was going down slowly, but not slow enough to make it to Cherpis. Trevis was the last to step off the ship and the final lifeboat set off. The Captain's lifeboat drifted away along with the rest of them, and as they passed the wreckage, the remains of a smaller boat could be observed. A few minutes later, a Ruskan flag was spotted floating on a piece of debris. The fleet drifted eastward while Trevis attempted to reach both the Ruskan and Plembobrian navies for rescue. 24 hours later, the whole crew was in Pevtro. Both Hightonian and Ruskan investigators were all over the case, but barely any evidence was found. The Hightonians believed the ship which had rammed into the Georgetown was of Ruskan origin due to the Ruskaland flag spotted a few minutes following the evacuation, but other than that nothing was known because the ship had sunk in the Meterran Sea.

The President of Ruskaland, Heliski Verushka, uncomfortably sat on his chair in his office.
A couple days ago, he had heard that a ship carrying AMW automobiles crashed near Plemboboria waters, and he had heard that their flag, the Ruskan Flag, was seen flying near the location of where the ship crashed.
It was awfully strange, as he had didn't hear about any Ruskan ship, both civilian, and military, was heading near the Hightonian ship. "Maybe..... Maybe the Hightonians are trying to blame us for this for an excuse for either war, or... hell, an excuse to sanction our nation. No one, but the crew, knows what happened to the ship, and for all we know, they could just be attempting to spread lies, or attempting to put the blame on us..." He let out a small sigh. Another situation, that the Ruskans were going to be in.
Nevertheless, Heliski knew that he would need a ambassador for Highton. If he wanted this issue to be resolved, and quick, he needed to get a Hightonian ambassador. So, He took out a piece of paper and began writing a letter;

Greetings to the leader of Highton, it is to be noted, that Ruskaland wishes to open a embassy in the nation of Highton.
In the current moment, We have some interests in establishing relations with Highton, and as of the moment, a embassy is the best option to secure relations, and we wish to help Highton in the possible future. We will also send Yakov Stojan, as a representative of the Socialist Republic of Ruskaland. We await your reply.

Upon finishing the letter he stood up, placed the letter in a envelope, placed some stamps on it, and walked to the messaging building that was near the residence the President lived in. He gave the letter to the Mailer, and walked back to his residence. This week was probably to be eventful.

The Crowned Republic would like to reply to the Ruskan request to establish an embassy. This request is accepted. With regards to the events on the Meterran Sea, the Crowned Republic hopes both parties can work together to solve the crisis and avoid a major conflict.

Fernádez sat in his office having just finished penning the response letter to Ruskaland. At the Cabinet meeting later that day, the Defense Secretary summarised the investigation's thoughts in a few sentences. "I don't believe the sinking of the Georgetown was an act of the Ruskan government, however the possibility cannot be ruled out. I don't see why they would want to sink the ship, as they should know a conflict would not benefit anyone."
