General Assembly Resolution #9 “Prevention of Torture” (Category: Human Rights; Strength: Strong) shall be struck out and rendered null and void.

Asks understand some crimes warrant punishments as seen fit by the people of each nation
Each sovereign nation has a right to punish criminals how they see fit
Torture is sometimes necessary to save lives for example finding out a terrorist plot using torture
The prevention of torture act is a strain on security and sovereignty of every nation in the world assembly.

The use of torture attacks the very core of civil and political freedoms. Moreover, it is necessary to promote universal respect and observance of fundamental rights. To repeal a resolution as significant as "Prevention of Torture" endangers the right to protection against torture, the duty to prosecute those who commit it, and the right of victims to file complaints to obtain fair compensation and to be protected against retaliation. The resolution text does not even define what kind of crimes would require torture as punishment or which cases make this practice necessary, so we determine that it encourages torture as a method of social control, which is a matter of great concern.
For these reasons, the Ministry of World Assembly Affairs recommends a vote against the resolution.

It is fair to note that some formatting can be lost on transfer to forum post. But I believe you are grammatically correct.
