Prevention of Exploitation of Supply Chain Workers
A resolution, of mild strength, to reduce income inequality and increase basic welfare.

The World Assembly,
  • Defines, for the purpose of this resolution, the following terms.
    • [*]Exploitation - The unfair treatment of working people or organisations.
[*]Corporation(s) - A legally recognised organisation, both private, public and state owned, at any level of production and sales, that produces and/or sells products on the market. Includes organisations that have operations on an international scale.
[*]Supply Chain - The entities of which raw materials and components of products are extracted, purchased or processed through.
[*]Supply Chain Workers - Those who work for a company within a corporation's supply chain, both voluntarily and involuntarily, for pay and for no pay.
[*]Producers - Refers to Supply Chain Workers as a demonym.
[*]Primary Industry - The section of the world's employment dedicated to the extraction or production of raw or organic materials. (Farming, Mining and Forestry are all Primary Industry sectors.)
[*]Countries of Operation - Countries in which economic, social, environment or other operations take part as part of a company.
  • Recognises the exploitation that can exist in the supply chains of corporations and the destruction of individual and collective standard of living. The fact that national and international economical models can influence large corporations into abusing Supply Chain Workers for the purpose of obtaining greater profits.
  • Allows for an economic system which is not infringed by this proposal and allows for a fairer system for valuable producers.
  • Proposes the following actions be taken.
    • The construction of the International Independant Supply Cleanliness Committee (IISCC) as a statutory and regulatory investigation and enforcement body, whose aims are to ensure that this proposal is followed by all corporations within WA Nations and to ensure that the supply chains of corporations are free from corruption, exploitation or unfair biases.
    • Allow for up to two yearly audits, without notice, of a corporation's supply chain, to be demanded by the IISCC. Audits should contain information on all sources of materials that enter into a company's domain since the previous audit.
    • That the IISCC should, when infringing corporations are private companies, work in partnership with the corporation's host government, and when infringing corporations are nationalised, public or state companies, with the wider World Assembly, in order to deliver justice and compensation at the discretion of the IISCC.
    • Establish fair provisions, which are to be established in which small-scale producers are able to partake in production without concern for the forces of large corporations. These provisions may be erected at the individual discretion of nations.
  • Notes that due to the spread of Transnational Corporations, the legality of the legislation may create ambiguities. TNCs must adhere to the individual practices of the nation in which the corporation is registered and the legislation within countries of operation.

(( The IISCC is a NPC thing, of course and is not designed to infringe on player's nations. I'm open to criticism, just please be gentle. ))

Looking at the NS forum thread, and considering my own observations, it looks like GA# 43 might cover what you're trying to do. If it doesn't, could this be reworded in a way to satisfy the following...

1. Contains an operative clause that compels WA nations to enact legislation or do something. A resolution proposing something is not enough. The resolution must enact some sort of legislation for all WA nations to follow.
2. Contains requirements for WA nations beyond the creation of a WA committee. While a WA commitee may help to enforce a resolution, the resolution must be able to stand on its own without the involvement of the WA itself. It will help avoid a violation of the committee-only rule.
