Election Reform Bill

I move to amend the quoted oath of Section 4.1 Paragraph 1 by substituting the term "swear" with the bracketed phrase "[swear/affirm]" and that the quote tag be fixed to read "Oath of Office" rather than "Quote:".

i.e.

The Election Reform Bill:
1. Legal Code Chapter 4: Election and Appointment Procedure, will be amended in its entirety as follows:
Section 4.1: Oath of Office
1. All government officials will take the Oath of Office below before assuming their role within the government of The North Pacific.

Zyvet pointed out that my runoff procedures for general elections would create problems in the case of ties, so I'm undoing this change from the third draft:
30. If no candidate for a given office gains a majority, a runoff vote for that office will begin within one day of the first vote ending and it will last for five days. Only the two candidates who received the most votes will appear on the ballot.
24. Candidates will be added to the runoff ballot in descending order of how many votes they received. Candidates who received equal numbers of votes will be added the ballot simultaneously. Once the cumulative number of votes received by the candidates on the runoff ballot reaches a majority of votes cast in the previous round of voting, excluding abstentions, no more candidates will be added to the ballot.

I'm going back to the language from the second draft:

For simplicity (and character limit) I won't be doing a new markup for just this change. I'll just modify the markup for the third draft.

As for swear/affirm instead of swear, I don't think anyone has ever had a problem with swearing the oath. I understand the difference (I am a RL notary public) but I don't think we need to take it that seriously. Plus, everything we do to the oath that requires the new official to modify the text is something that they could potentially screw up and cause their oath to be invalid. I'd rather leave the text of the oath alone - that's not really what this bill is about.
