Draft Recommendation for Liberate Femdom Empire

Femdom Empire is an abandoned region; its natives having moved to Femdom State. The only natives that exist there are those that are maintaining the region to ensure it doesn't cease to exist. The resolution is an offensive liberation meant to allow raiders to take the region, but there is nothing to be gained from allowing an attack on this region since it's a dead region anyways.

For these reasons, the Ministry of World Assembly Affairs recommends a vote against the resolution.
