Urgent Motion With Regards to Tie Breaks

Noting that the Council of Nations elections may result in a tie;

Further noting that the Council of Nations is initially bound to be a 5 member body only;

Seeks permission from the Assembly of Nations;

To cast a tie breaking vote in the event of such

In what basically amounted to a scribbled note on some spare notepad paper, one of El Tigre Rey's aides had drafted a resolution to break ties. The CoN vote was close, and avoiding run-offs would be essential to keep legislative momentum going. Having it made up into a formal form, it was distributed to individual delegations for feedback as El Tigre took the Chair.

"I believe this motion should be debated and voted upon as quickly as possible, preferably before the elections close. Therefore this will be a short session followed by a vote. Please come to order."
 
Helen Etherington rushes to her place before rising, "Mr Acting Chairman, the Confederacy wholly supports the proposed resolution. It is entirely within regular order for the Chairs of august bodies such as this to cast deciding votes and we see no reason as to why a distinction ought to be made here"

She takes her seat hurriedly to permit the next delegate to speak.
 
High Captain Tanzä V'oram, acting ambassador to the IAN, stood, "The Stan Yera supports this decision fully. It is recommended that after the election concludes for this Council of Nations, that a more... formal piece of legislation be included to allow all Chairs of the IAN to cast tie-breaking votes. For now, this will suffice."

He sits back down, absent-mindedly inspecting his fingernails.
 
The ambassador from Sil Dorsett, Regis Gicquel, stood up to announce his opinion on the matter.

"The Principality of Sil Dorsett opposes this motion, as it is already set in Article 3, Clause 4 of the Charter that the Council of Nations shall consist of 5 members and rise to a maximum of 13 as the Assembly of Nations deems necessary, and I propose that a rise in the number of nations included in the council be declared necessary to bring fairness to this election. The nations have spoken, and should the vote be this close, let all the nations with enough support take their places in the council."
 
Elizabeth O'Shea, the Rose Leagues representative to the International Association of Nations, stood up to address the assembled delegates. "The Rose League wholeheartedly disagrees with this proposal. While the Council requires a minimum of five nations as per the Charter, the same Charter states that the Council can be flexible in number and be representated by a max of thirteen nations. We feel that any nations that garnered enough votes to place fifth, even in the event of a tie, should be allowed a seat. This is the most fair method and one best in line with the rules already set forth in the organizations charter." After speaking, Elizabeth sat back down and continued to listen as the other delegates made their case.
 
Subhas Chandra Patel, Imperial ambassador to the IAN, stood to speak.

"The Empire supports this motion. It is very important to, in the face of possible ties, to have measures in place to arbitrate and break them, so as to conclude elections in a smooth and effective manner."
 
"Are you serious, Ambassador Patel!?" Ambassador Giquel screamed at the top of his lungs. "This proposal effectively awards Tolima a second vote! Now, how is that democratic!?"

"The problem with that elections close on this day, and any motion expanding the Council - which is required to increase the number of nations on the Council - must be voted upon by the Assembly. That will not effect this election, but the next one, whenever that may be. I urge the Assembly to both pass this motion and also consider setting in place as soon as possible - as the Zyvetskistaahn has suggested - legislation making this fully in force.

Expanding the Council is definitely something we can look at doing, but at the moment it won't effect this election."
 
Cogoria believes in the event of a tie, a reelection consisting of those that tied be held, with a short period in which to cast a vote. This is by far the fairest method as it allows those nations that voted for neither, to have a say in which one takes the seat.
 
Darcanian representative Vadak kul Kir considered the hastily-written proposal with some measure of distaste, before announcing to the other representatives: "In any new legislation, there are bound to be unforeseen consequences. In this case, though I strongly dislike this proposal, the current requirement for speed outranks any concerns I have. Darcania supports this proposal."
 
"Due to the results of the Council elections not producing the need for a tie break, and whilst still believing the Chair should have this power, I withdraw this proposal from the floor. I thank the delegations for their time and input on this issue."
