Welcome to the Northern Cup Qualification Stage 2017! To ensure that we have the correct number of applying teams and all of the information required to run the tournament, we need to have a qualification process before the actual tournament. There are 31 open spaces in the qualifying, As there are 31 nations, that means that there will be seven groups of four and one group of three, as the host advances straight through to the group stages. The top two from each group will qualify for the group stages of the tournament.

There will be one month for the application quota to be reached and the host to be selected. Each team will play all other teams in their group twice, once home and once away. 3 points for a win, 1 for a draw and none for a loss. Applications are first come first serve, so the first six nations to apply will be Group A and so on until all groups have been filled. Then, whoever made an application to be host will be put into a poll and the nation with the most votes will host the tournament.

Skill Scores
With the introduction of skill scores, all teams who enter this competition will have a chance at raising their score. Skill scores affect how good or bad your team is. The teams who also entered the last competition will have higher skill scores since they have more international football experience. Those who made it into the quarter-final will receive a boost of 0.100 skill score, those who reached the semi-finals will receive a boost of 0.200 and those who reached the final will receive a boost of 0.300 when being played. The further who get into the tournament, the higher your skill score will be during the next tournament. It is possible for a team to drop skill points if they do not participate in this tournament. Those who participated in the last tournament but do not take part in this tournament will drop approximately 0.050 in skill points. The lowest skill point score is 0.000 and the highest is 1.000

The winner of the hosting bid will be removed from the official team list once they have been chosen.

Additional comments from the applicant: OPArsenal is a proud nation with a long tradition of service to The North Pacific when a host nation is needed for a football tournament. In fact, OPArsenal and her football-mad Gooners were the very first hosts of the very first regional football tournament 12 years ago. Now let us be clear: this is not just a plea to nostalgia. We were the first because we were the most qualified, then & today. OPArsenal, the founding nation and permanent seat of the North Pacific Vacation Alliance (NPVA), has been designed and planned to be the premier vacation destination in not only The North Pacific, but also the world. Gooners take pride in out nation, and it shows. We are currently ranked 17th in the region for Tourism. The large influx of supporters from the participating nations would be no different than any other visitor to our great nation. We're ranked so highly in tourism because Gooners are famously nice people; in fact, we're ranked 29th in the region for nicest citizens. Being pleasant only gets you so far, though. We're ranked 20th in the region for best weather, and our famously pristine environment comes in 12th in the region, which is our ranking for eco-friendliness! We can't wait to welcome the participating nations to our home, and we hope that this application has kicked off some positivity!

Your team application is already included within your host application, therefore meaning that when the host is announced, the hosts that did not win the vote will be added to the current roster.

Additional Comments: Arguably the most prominent footballing nation in Eras, Naizerre is ready to open itself up to hosting the Northern Cup and welcomes the opportunity to bid for it. As part of the bid, two new stadiums - the Lamata Sports Complex and the Naizerre International Sports Stadium in Boango will be built, giving Naizerre four state of the art football stadiums along with the recently opened Wabiro Dome and Boango Stadium.

Naizerre recently completed a new mass transit system, replacing old trains and busses with newer models, greatly reducing both waiting and travel times. A redesign of the capital Wagbata's roads has led to as much as 70% of the congestion the city previously suffered and similar projects are underway in the other potential host cities. Naizerre's security forces are well trained and the bush wars that plagued the country in the past were ended over a decade ago.

Naizerre intends to use the tournament to redevelop parts of Wagbata, Boango and Djofa, with the legacy of the tournament being secured with new, efficient, affordable housing for Naizerri citizens. Kilamba and Kiakuma will also be extensively developed to build them up into new thriving cities, however these projects will be privately financed and built. Naizerre currently has no laws governing sports sponsorship, so it looks forward to developing a productive relationship with any and all sponsors of the tournament, including the Thomas Building Corporation and Ren Industries.

The Most Serene Republic of Valenair Ministry of Education, Youth, Sports, and Culture submits its proposal to host The Northern Cup. It would be a great honor to be selected. Participants would be ensured of the full support of the Council of Valenair. The centerpiece of the games would be Valenair City, a thriving, modern metropolis.

Sports fans will find arrival easy in our modern Valenair City International Airport, which handled over 50,000,000 arrivals in the last fiscal year with ease. Valenair City's second airport, South Harbor Airport, conveniently located just outside of downtown, welcomed over 11,000,000 arrivals in the last fiscal year. St. George International Airport, another option for arriving spots fans is renowned for its Art Deco architecture, and welcomed over 15,000,000 passengers.

Please note that travel between the venues would be facilitated by the thorough and extensive rail system. Valenair City boasts an efficient subway system, which operates 24 hours a day. All the major cities of Valenair are connected by high-speed rail. Tourists will love side visits which are available through our romantic and quaint steam passenger locomotive system, which connects smaller towns. For those who prefer the excitement of driving, the Austocesta network of speed unlimited highways rivals the famed autobahns of Germany!

Valenair is also open and welcoming to the corporate sponsors. As we are committed to free enterprise, our nation would be superior to socialist locales, as Valenair would have no issue with the need and opportunities presented by co-branding and marketing opportunities. Visitors will have no problems with their bank accounts, as there are no capital controls or restrictions on the movement of funds. All major banks and credit card networks operate in Valenair. Exchange rates will not be an issue as any hard currency is legal tender in Valenair!

The Vacation State of OPArsenal would like to formally lodge our concerns with Kaschovia re: the choice of referee for our first match. Mr. Velboit has deep family ties to the automotive industry, and we believe that the renowned automobile ban that is in place in OPArsenal may have a negative effect on his impartiality.

We are not requesting a change of official. We are merely stating to our region-mates, and our fellow competitors that we will be watching for any appearance of impropriety
