Description: WA General Assembly Resolution #259: Stopping Invasive Species (Category: Environmental; Industry Affected: All Businesses) shall be struck out and rendered null and void.
Argument: The World Assembly;
Recognising the great intentions behind the authoring of G.A Resolution #259,
However, concerned that the resolution is both overreaching and overly-restrictive toward member nations and should not continue to stand in this august assembly.
Noting G.A #259's excessively powerful requirement that "member nations shall work actively to prevent the transfer of invasive species across their borders" through "all means necessary" yet denying nations the right to close their borders.
Proposing that such border restrictions prevents a neighbouring nation at risk of being subjected to an infection, of utilizing border closure as a penultimate solution, thereby ensuring the spread of a species in such an instance.
Perplexed by both the requirement to treat ballast water rendering it sterilized and therefore safe, yet restricting the discharge of now safe ballast water placing a second needless burden on those who would comply with said resolution.
Horrified that the outright banning on "the discharge of ballast water in coastal waters" could cost lives should a submarine vessel need to peform an "emergency blow", requiring the discharge of ballast water for which the resolution in question makes no exception.
Believing that G.A Resolution #259's good intent ultimately has legislated for more harm than the good it intended,
Hereby; repeals G.A Resolution #259, Stopping Invasive Species
