Nuclear Security Protocol

Description: The World Assembly,
Recognizing that nuclear energy, when harnessed and used in a safe and appropriate manner, is a relatively clean and efficient source of energy;
Realizing the potential threat posed to all members in regards to the acquisition of nuclear technology by rogue states, terrorists and/or extremist organizations;
Alarmed by the possibility of widespread devastation that could occur as the result of the uncontrolled proliferation of nuclear technology, particularly by non-members that are not bound by the conventions of international law;
Thus resolving to enact a sensible policy that guarantees the right of member nations to use nuclear energy for peaceful purposes, while at the same time mitigating the potential for nuclear warfare and the consequences thereof;
The General Assembly hereby,
Defines nuclear energy as the energy released by nuclear reactions;
Requires member nations to take all necessary precautions to ensure their nuclear materials, technology and information which have a high degree of probability of weaponization are fully secured against release, or disclosure to parties which would seek to undermine the basic principles of international law and good order;
Demands that member nations take all measures necessary and practical to prevent the transfer of control or ownership of nuclear technology, design specifications, and materials which have a high degree of probability of weaponization to nations which have yet to develop this technology indigenously;
Prohibits further legislation which could be interpreted as affecting the right of member nations to research or use nuclear energy for peaceful purposes, or denying members nations the right to possess or produce nuclear armaments via their own technological and manufacturing capacities by legislating upon nuclear material supply chains;
Establishes the International Nuclear Safety Commission, and tasks it with the following mandates:
To ensure all transfers of nuclear materials and technology are in full compliance with this protocol;
To assist member nations in establishing effective programs meant to defend against nuclear weapons;
To assist member nations in the voluntary decommission and destruction of their nuclear weapons, should they wish to disarm;
To provide medical and humanitarian assistance to member nations subject to unprovoked nuclear weapon attacks, in cooperation with the International Humanitarian Aid Coordination Committee.
