The Naizerri delegation to the Democratic Union seeks to propose the following amendments to the Constitution of this assembly.

Section II of the Constitution is amended to read:

The Democratic Council shall henceforth be the unicameral body governing the Democratic Union. The Council consists of representatives from each Member State of the Democratic Union. This Council writes and codifies new laws and treaties within the Democratic Union. The Council is headed by the Chairperson who organizes votes on laws and treaties, tracks the activity of the Democratic Union Members, and brings votes to remove members to the voting floor due, only on the issue of activity.

Section III of the Constitution is amended to read:

The Executive Branch of the Democratic Union is the Office of the Chairperson. The Office of the Chairperson consists of the Chairperson and Deputy Chairperson, both elected every two months. The Chairperson shall be instilled with the power to veto any law or treaty that receives less than a 65% votes in favor out of all votes cast, including abstentions, in the Democratic Council. The Chairperson is elected every two months with the Deputy Chairperson seat being filled with the runner up in the election. If no other candidates run, then the Chairperson may appoint a Deputy Chairperson.
 
There are ups and downs to this proposal.

Ups:
-It centralizes the DU and lessens inactivity in its leadership
-It lessens DU bureaucracy and makes things efficient

Downs:
-It gives way too much power to the Executive
-It opens the door for current and future Chairpersons to act as supreme commanders for DU law

The Empire will consider supporting this proposal if it is given the following information:

1. When Plembobria ascended to the Chairmanship
2. The identity of the current Deputy Chairperson

Partially correct. The current Speaker has been "active" so to speak, but refuses to bring anything to vote or ignores requests to. We feel this change would be just the beginning in a series of reforms to make the Constitution more robust and its institutions better fit for purpose.

We have no objections to this, will add in.
 
Can we add or do we already have a formal provision to impeach or suspend a derelict or inactive Chairperson?
 
Currently we do not, but we do not feel it should be added as yet. The Naizerri delegation feels that further time taken to draft or make additions to the amendment may mean that it does not pass before the next DU elections, which start on the 19th.

It is not the Naizerri delegation's job to make sure the Syrixian's know who leads this assembly and when they ascended, both things which are public knowledge.
 
The Empire has found the information it needs, has deliberated, and has come up satisfied with this motion.
