I would like to present the DU with the following messages, the first a radio transmission from Cronaal and the second a reactionary communiqué from Xentherida.


"My name is Lara Kray"

"There is no time, I have no time-"

"-Our situation is worse, more dangerous than you imagine. Whilst you sit in your pompous manors, drinking your exotic tea, theres-"

"When you abandoned us, failed to send aid when we needed it most, our people resorted to means so disgusting, so violent and irrational that I gag at the very thought, I cannot comprehend what some people have done to merely survive their daily lives in this mess- this crisis you've left us in."

"But they're coming... They have their grasp over incomprehensible amounts of weaponry; nuclear, artillery, biological! You need to come, to untangle this mess you've woven deep into this nation, before it destroys you."
"To whoever may be reading this,

You may know of a recent radio transmission sent by Lara Kray, desperately calling for help as her nation collapsed. If not, we will enclose a sound file generously donated by one of our citizens who recorded the radio.

This is urgent news, and we will need assistance, as we plan to send in peacekeepers and humanitarian aid to those affected. However, we may also need to deploy an army to quell the criminals in charge, especially those in possession of a WMD. Only once these people are down, and the legitimate government re-installed, can we help the people of Cronaal rebuild their lives.

So we ask for your assistance to help us in this; a force of peacekeepers will be needed to keep order in this anarchy. We hope that we can get into contact with Lara once she is safe to co-ordinate efforts for the rebuilding of the nation.

Sincerely, Adam Reitano, incumbent Prime Minister of Xentherida."


This is bad. Criminal warlords and cannibals reign in Cronaal. Anarchy has set in. This must be brought to the attention of the international community, and thus, the Democratic Union.

Unfortunately, we may need to send in peacekeepers - or, worst coming to the worst, soldiers - to quell the criminal gangs in charge of WMDs, which must be done as quickly as possible. Another alternative to neutralise this threat is to send in SF teams to keep hold of the facilities - the Section Beta of the XSF can be parachuted in to do this, although we will need more help.

Also needed are medics, and supplies, namely food, water, and medicine, to help the innocents trapped in the nation. Temporary shelters will also be required for those living on the streets.
 
I agree with the representative of Xentherida on this one, and thus, will not choose to act here, but make sure my country's representative to the North Pacific Treaty Organization is notified immediately.
 
Teofilo Tsanka couldn't really believe what she was hearing. Had the nations of the Democratic Union forgotten what had happened the last time they got involved in Cronaali affairs? She rose to address the assembly.

"It would seem that for all their good intentions, some of the nations represented here in this assembly have forgotten their history. Whilst the Marä of Naizerre supports - in principle - the idea of providing aid for Cronaal, let us not rush headlong into this. Any aid or peacekeeping deployment will need careful planning and clear leadership.

Naizerre will obviously support whichever course of action the Democratic Union takes, but something that may be much more effective than just throwing DU lives and money at this problem would be support non-DU players in the area, such as Yeraennus or the nearby state of Tolima, which is advanced and wealthy, and if wiling would probably be able to help the Cronaali much better than we are."
 
The Democratic Union ambassadorship was just one of the many concessions made by Great House Quarrovth to the much-smaller House Rasamiteth for their allegiance in Myroria's legislature. Rasamiteth was a big-tent coalition of families united by their extreme conservatism, monarchism, and orthodoxy - their collective twenty-three seats on the Council of Great Houses were solidly loyal to Great House Moomintroth until recently.

Through negotiations both public and private, and no small amount of backroom scheming, Gilu Rasamiteth - the patriarch of that clan - moved his allegiance and those of his other twenty-two legislators from Moomintroth to the center-right Great House Quarrovth, the ruling faction in Myroria led by the Sedera herself. It was immediately a boon for Fendrina's party; the second-largest Great House represented on the legislature, Great House Vrotrith, was growing every session with its urban-dominated, liberal platform.

Every member of House Rasamiteth was acutely aware of their importance to the Sedera, and their political fortunes both collectively and individually increased quickly. Gilu's grand-nephew, for instance, was promoted to Undersecretary of the Foreign Ministry; his first cousin once removed was now heading the Interior Forests and Logging Department, with all the skimmed money that came with it.

Gilu's grandson, Desatlilabit, had left Myroria after high school for university in Tolima and had come back dangerously agnostic. He would have been exiled to some position like Director of the Highway Tolls Administration except that, purely by chance, he had come into the Sedera's favor through a witty comment at the ceremony of the official joining of his House with hers. After some grumbling on Gilu's part, the godless prodigal son had become Myroria's inaugural ambassador to the Democratic Union.

He was a reflection of almost everyone who found their way into the queen's favor - young, ambitious, and forward-thinking. He cared little for the orthodox teachings of the Myrorian faith, his father's clerical work, or the slow death of the Myrorian way through the progressive and liberal agenda set forth by Great Houses Quarrovth and Vrotrith. Likewise, he cared little for the endless slog of debate in the Council about democratic reform, the dwindling faith of Myroria's people, or the valiant-but-tragic fight of Great House Moomintroth for the nation's traditional culture.

This malleability made him an asset as far as the queen was concerned. There would be nowhere better for his talents to be tuned and refined than in the bureaucratic, amoral halls of the Democratic Union. Foremost on Fendrina's agenda was ending the situation in Rhuvanland before jumping into anything else - the DU had been known to drag its members into conflicts over and over. Myroria could not afford to take these escapades; to mantle the Established Peoples' Burden.

"We should not jump into this situation with guns smoking," Desatlilabit began, adjusting the thin glasses perched on his nose. "Myroria, fresh off an expedition in Rhuvanland that remains unresolved, is to enter Cronaal with full force based purely on a transmission received by someone unknown to us?

How are we to know that this Kray is not pushing some blood libel or canard designed to get her enemies out of the way? Stories of cannibalism were often invented by the Kianese to justify the occupation of my country and the genocide of her people. The Democratic Union could be inadvertently delivering a despot and tyrant to power.

The Union should instead organize a small group of observers to report the situation on the ground to us. To maintain neutrality, there should be no more than a handful of these observers from each member country. Then, once we have had ample time to analyze their report, we can begin to discuss larger measures. Besides," he chuckled, "plenty of our member states seem perfectly inclined to run into this anarchy on their own."
 
We do have reports from Syrixia about the situation. There was an "absolute massacre" of humanitarian troops when a minigun was fired at them, and an entire army of cannibal soldiers attacked the group. With the information we gathered about this, we can resolve that the situation is dire.

She may also be unknown to you, but five months ago Lara Kray's was a democratically elected leader of Cronaal, and a sudden change to a despotic tyrant is not a likely change.

In addition, even if the accusations of cannibalism were false, they would not be a justification of occupation or genocide. Would international humanitarian peacekeepers do that? Would Lara Kray's currently non-existent army do that?

Also, the cannibal tribes in Cronaal do not recognise neutrality. Just look at the Syrixian headlines, regarding the 10% who made it out, when they were neutral.

However, we do agree that we must discuss options together, as a Union, rather than each and every nation going on their own. We would also like to enforce the importance about making a unified group to resolve the crisis, instead of the free-for-all on display now.
 
Desat sat as the translator on the other end of his headset turned the Xentheridan position into Myrorian for him. He scratched his cheek thoughtfully, focusing on the soft scratch his fingernail made on his shaven skin. As the translator finished, he smirked and shook his head slightly.

"Weeks ago, the international community thought Ulrich of Rhuvanland could be trusted as he was placed into office via ballot. Kray has not even had that affirmation in quite some time." Desatlilabit cleared his throat and continued. "I don't wish to imply that she is without honor or does not care for Cronaal - in fact, I know absolutely nothing about her personally. But I do know that the stresses of leadership can take a toll on anyone, and I wonder the motivation that the Established Peoples presently 'peacekeeping' have to return Lara Kray to power."

He shifted in his seat, and tugged on the end of his French cuff - linked shut with silk knots.

"The situation, of course, is tragic. But it bears further investigation and discussion before the DU takes collective military action. The Established Peoples may be keen to deliver someone they haven't heard a word from in several months to power in Cronaal on the backs of their dead soldiers, but the Democratic Union is a body that should act more deliberatively."
 
Let me point out that this Union has no obligations to the nation of Cronaal. I agree with the proposal of the Myrorian delegation. It is intelligent, restrained, and neutral. The Kingdom of Plembobria has always been against the hasty deployment of "peacekeepers" and the Chair's office will certainly not approve an effort to such a thing.
