PROPOSAL:
Resolution:
After great consideration and deliberation, the Council of the Democratic Union does resolve that actions against the Marä of Naizerre (hereinafter referred to as "Naizerre") are necessary.

THE DEMOCRATIC COUNCIL THEREFORE RESOLVES:-
  1. That the transfer of electronic or physical funds from Member States to public or private entities or persons in Naizerre is prohibited;
  2. The Governments of the Member States shall freeze all assets held by public or private entities or persons in Naizerre;
  3. That residents of the Member States are prohibited from traveling to Naizerre, unless on the specific exception of their respective governments or the DU chair;
  4. The Speaker of the Council is prohibited from accepting any application for full membership, or observer membership in this Union from Naizerre;
  5. Should Naizerre attack a Member State, the Member States will repulse the attack and beat back Naizerri aggression.
  6. Residents or Citizens of Naizerre shall not be granted entry to Member Nations unless:-
    • They arrive requesting asylum or refugee status;
    • They already hold citizenship or residency in the member nation;
    • They are eligible for citizenship or residency based on family relations or any other such criteria as the Member Nation in question shall provide;
  7. The Member States shall withdraw their respective ambassadors from Naizerre;
  8. Diplomatic relations between Naizerre and the Member States shall be conducted by a joint Democratic Union representative appointed by the Chair subject to the confirmation of the Council.

This proposal is intended to shut down hostile and aggressive Naizerri operations against the Democratic Union and her Member States. According to the Collective Defense Agreement, "An armed attack by a member outside the Democratic Union shall be considered an attack on all member states, and each member state shall, in conjunction with the rest of the Union under the Strategic Command, take actions as they deem necessary to maintain the security of member states."

This proposal shall make sure Naizerre does not have the capability to attack any DU member state, as well as if it somehow manages to carry out such an attack, that attack will be repulsed and Naizerri aggression shall end.

The foolish hypocrisy in Naizerre's actions is beyond tolerable. Naizerre claims that the Empire is a state of warmongerers, yet they have decided on declaring war against it on the grounds of rhetoric and without a practical reason from the Empire to go to war - this ultimately proves that it is not the Empire, but Naizerre who is the crazed warmonger.

I would like to ask the Council at this time for thoughts and discussion.
 
We second the spirit of this resolution; we confirm that the Kannexan Empire is willing to abide by the vows of the Democratic Union.
 
McMasterdonia is not prepared to support this motion at this time. We would encourage the Syrixian Empire to not engage with the Naizerre Government until we have had an opportunity to discuss with them on this matter.

This is acceptable. The Empire wishes to see this "war" declared by Naizerre end, as we never did and never would maliciously do anything to Naizerre to harm it. There is enough violence in the world already. However, we are worried Naizerre will refuse to cease hostilities. In our eyes, it is they who are the warmongers, by declaring war themselves, propelled by nothing but rhetoric.

Still, if a discussion is what you wish to start with the Naizerris, I wish McMasterdonia the best of luck.
 
It is odd that the representative of Syrixia - and I would like to apologise for commenting on this as my nation is not yet a full member of the Democratic Union - but it does, we believe, need saying, it is odd that the representative of Syrixia refuses to acknowledge their past actions as a cause of ongoing conflict and at the very least concern throughout the world. And thus the Marä of Naizerre would like to ask the Syrixian Empire three questions:

Does the Syrixian Empire acknowledge that in general the past actions of the Syrixian state were warmongering and destabilising? If not, why does it not?

Does the Syrixian Empire in particular recognise that the stand-off between it and Nebula over Shei Ren was destabilising to global peace efforts? If not, why not?

Does the Syrixian Empire in particular acknowledge that the current situation in Rhuvanland was partly - although not entirely - caused by previous Syrixian actions within Rhuvanland? And further to that that further Syrixian involvement in Rhuvish affairs would objectively be destabilising to the situation there?

Imperium Augustum contends and is supported by a portion of the international community - including members of this organisation - that the state of Rhuvanland is not a sovereign entity and thus Imperium has a just claim to the territory the Rhuvish state currently occupies. There is a similar concept in Naizerre. The word Marä. It means the nation, or the tribe. The use of that word carries with it the implication that the state being labelled Marä is a legitimate and worthwhile nation of peoples.

You will note that my President, Mboto Jones, Ngê Nbïä, High Chief of the Marä of Naizerre, has not referred to the Syrixian Empire as a Marä. In the eyes of the Marä of Naizerre, the Syrixian Empire is not a legitimate and worthwhile nation of peoples, in similarity to the Imperium Augustum position that Rhuvanland is not a legitimate sovereign nation. This is a determination made by the Marä of Naizerre based not on rhetoric, but on the past actions of the Syrixian Empire.

Recognition is important, both of states and of issues. The Marä of Naizerre is and has been willing to recognise states that are in turn willing to be legitimate and worthwhile nations. The issue that the Democratic Union needs to recognise is that - in the eyes of the Marä of Naizerre, the Syrixian Empire has not done enough to be recognised as a Marä in their own right. That is not a position that is set in stone, and perhaps the Marä of Naizerre is mistaken in taking this stance.

But we are as yet unconvinced, and await the day that we might be.
 
And so it comes! The Kannexan Reich has long warned of the consequences. The Imperium spat on national sovereignty and yet the Democratic Union allowed this antidemocratic empire to proceed. It is because of this folly that this imp of a nation has dared to raise arms against a member of the Democratic Union. The Syrixian Empire has been at peace, a respectable, democratic nation. Naizerre is starting a war over resolved wars, digging up buried corpses to create more corpses. Naizerre must withdraw its forces and its threats and stand down, and the Democratic Union must endeavor to respond to this declaration of war, which I remind the Mcmasterdonian delegation, has been forced upon the Syrixian Empire unprovoked.
 
The Ambassador from Kannex will not be taken seriously by McMasterdonia until they withdraw their racist, eastern-centeric, and clearly western-phobic remarks.
 
It is highly concerning that the representative of Syrixia has chosen not to reply to our queries, and in doing so it seems to have chosen war with Naizerre as a course of action.

1. Instead of denying and trying to put such things behind us, the Empire takes a bold stand in recognizing its past actions.

2 and 3: Yes.

It is the belief of the Syrixian government that the wrongs of its predecessor must be righted. The Empire stands by its friends in the Imperium Augustum and the other Allied powers because of this.

I do not, though, appreciate the level of hypocrisy from Naizerre, for they wish to "solve" this problem through the same gangsterism and warmongering they condemn. This is not the year 1016. "An eye for an eye" does not work anymore.
 
The Marä of Naizerre appreciates that... expansive reply that it has received, although we would point out that in some calendars it may in fact be the year 1016, and that such Eastern-centric thinking as to suppose your calendar is most valid may cause issues in the future.

Nonetheless, the Marä of Naizerre is convinced that the Empire of Syrixia is indeed seeking to forge a better more peaceful future, and thus will no longer pursue military action against it.
