I've been working on a draft, and have been working with other leaders to get it cleaned up. However, we have work yet to do. I thought I could get even more eyes to skim through this and comment on it, if you so wish.
Thanks,
The Leader of the Grand Duchy of Diallus
P.S. It has really come a long way from the original document, which is at the bottom.

Description:
ASTONISHED by the number of people that die of cardiovascular disease in many member nations; and
NOTING that a cooperative effort to stop or cure cardiovascular disease could save millions of lives; and
FURTHER NOTING that there is a way to fund the association without fiscally harming a nation;
ACKNOWLEDGING that there are many other fatal diseases that could be studied; and
NOTING that working internationally to solve a focused issue will hasten the process and provide results quickly to every nation;
HEREBY establishes the World Assembly Cardiovascular Research Center (WACRC), along with the Cardiovascular Care System (CCS), under the World Health Authority (WHA), with the following clauses:
1. Requires that scientific breakthroughs and existing information on heart health in any nation be reported to the WACRC and CCS for further study;
2. Also requires nations that are currently researching cardiovascular disease register their research center with the WACRC;
3. Registers any hospital under the Cardiovascular Care System as a hospital in each nation that has a high rate of death due to cardiovascular disease, thus exposing it to the same healthcare laws as other hospitals in each member nation;
4. Does not require nations to adopt the CCS;
5. Urges that, with the previously mentioned groups notwithstanding, member nations push legislation that could prevent cardiovascular disease.
