Proposal: Civil Service Act

Just an idea that is floating around my noggin to make government more efficient and to encourage more involvement on the part of idlers and new nations.

Why don't we provide for a 'civil service' system in which we have 'civil servants at large' who volunteer to fill in where needed to perform functionary tasks as needed?

For instance, a Ministry or individual government official, etc., who has a project to work on or needs some temporary help can informally call upon a member of the 'Civil Service Volunteer Corps' to help out. Volunteers could be classified as to a specific specialisation in terms of what they can or want to do?

Any thoughts?
 
I think this sounds like a good idea. Turnover in ministries can be high sometimes and this might alleviate the occasional shortage of people.

Of course, ideally the Executive Staff should be the primary reservoir to draw from, but this might be a good backup, containing people who are around often but don't have the time or inclination to join a ministry full time.
 
I support this. It's kind of like how the Mongols found potential administrators and moved them throughout the Empire where they were needed.
 
I think this is the point of the Executive Staff. When Ministers have tasks they need people to perform they simply call upon members of their executive staff. This sounds like an unnecessary double up.
 
I think its a good idea. As was earlier mentioned, Ministries can find themselves lacking in active members, so having a more efficient way of getting things done instead of just asking around and hoping for a response seems like a good idea.
I do wonder though: What sort of things could this 'Civil Service Corps' expect to be called on for?
 
Sounds like a great idea. Even if volunteers weren't called upon often, it could be a great way to socialize people to the way TNP government functions and what not--I'd be interested in joining.
 
I may be wrong but i suspect the difference in this proposal is that civil servants would not be attached to a particular department, but would help out wherever needed.

Not much, really, other than having a pool of specialists that may not be in the executive staff. But I suppose you're right. :duh:
 
I think this would be a good idea. This way, people can get experience in several ministries without having to commit.
 
The same is true already, Kaboom. There is no obligation to take on tasks etc in any executive ministry you're part of via the executive staff.

The Ministries which do require people to take on tasks will ordinarily have a thread detailing the roles and responsibilities of each person or details on the vacancy.
