Sikhara Conference between Avalon and Syrixia

This is the thread where negotiations concerning foreign relations will be conducted between The Empire of Syrixia and the Isle of Avalon.

The negotiations will be taking place in the Syrixian capital of Sikhara and will cover such topics as military and economic cooperation, scientific cooperation, travel and immigration, and other matters. Each nation will be represented by their respective leader, second in command, and Minister of Foreign Affairs.

*King Lennart Raybrandt rearranges a few papers in his folder and clear his throat, then starts his speech with a thick Avalonian accent*

Dear representatives and Syrixians authorities:

In the name of the Avalonian Nation I would like to thank you for such an honour to further our relations with Syrixia, and to set the foundations on which we will build a bright future of collaboration.

In this very special moment I would like to thank you, Syrixians authorities, for being and staying with us in these new times of change for Avalon and Avalonian foreign relations; after the establishment of the Syrixian Embassy in Avalon our trade and cultural exchange has been significant and empowering, second only to nations geographically and politically very close to us.

Now let's talk about the main purposes of this Conference:

Our first point is to grant full extraterritoriality and immunity to Syrixian envoys in Avalon, who have been doing an excellent job so far. An in turn we would like to apply for a full fledged Avalonian Diplomatic Mission in Syrixia. Our Proposed Ambassador is Sir Edward Singh, 53, a long time professor of Economy at University of Logres and former leader of a local Trade Union. Edward Singh has been overseeing Trade between our two nations and looks forward to meeting local authorities and companies to further those links.

Second: We are keen to improve our competitiveness, and we can do this by ensuring that our researchers, innovators and businesses have access to knowledge, including the knowledge produced outside our own borders. Syrixia seems to be an invaluable source of said knowledge.

To assure a fair exchange we suggest to make the movement of Highly Educated Researchers and Scientists, and their ideas, between Universities, Laboratories and Technology Companies of Avalon and Syrixia much easier, meaning lowering restrictions and total respect for each other's patents and intellectual property.

This might seem like a big step, but I'm sure we will come to some sort of agreement.

Our last suggestion is purely economic:

Tariffs for traversing our waters are set very low and our main port in Adennwyth is a free port with relaxed customs regulations and no customs duties. Currently, only allied ships (the Straits of Archlancer Pact) have priority of movement, entry and dockage, but we will gladly grant Syrixia a similar honour. So our suggestion would be that Syrixian port authorities offered any similar scheme in return.

Ladies and gentlemen, research, trade and innovation are vital elements of TNP's future. They are also essential ingredients of any approach that seeks to address today's global challenges. Avalon and Syrixia are reaching out to the world to join forces in addressing those challenges.

A resounding clap filled the conference room as King Lennart sat down. The Prime Minister, Rohit Kumar, sat up in his chair to show his approval. "What a most wonderful speech, your Majesty. You bring up some good points."

"First, I would like to clarify that Avalon is welcome to apply for a diplomatic mission in Syrixia at the foreign affairs office. I can almost certainly say Avalon will be accepted." Auel said with a smile. "Sir Singh would gladly be welcomed into our country. As for extraterritoriality, we would of course love that. I'm happy to say Sir Singh will be experiencing such benefits as well here in Syrixia, but I am sure we've informed you of the Diplomat Rights Act of 2012 prior to this conference."

"As for scientific knowledge, Syrixia has no intention of competing with Avalon. Avalon and Syrixia both have much potential which would almost certainly increase if we worked together on scientific projects. I propose a scientific pact of co-workership between our countries. Competitiveness will not get us anywhere. If Avalon wants to share with us, as well as for us to share back, it is practical and more efficient if we were to work together. We can lower restrictions on travel for scientists going from Syrixia to Avalon, however they must have a valid identification of some sort proclaiming that they are truly what they appear to be."

"Concerning the tariffs, we would definitely accept that honor and would be willing to give a similar honor to Avalon in return. Avalon is a nation Syrixia respects and admires. Your culture and architecture is beautiful, your system of government is elegant, and your people are wonderful. It is an honor to even be here, talking to you; your Majesty."
 
*Smiles and faces of approval can be seen among the Avalonian envoys. King Lennart stands up and waits for the clapping to end while he organises a few documents, skimming through many lines of Syrixian laws and treaties. When silence is back, Lennart clears his throat and starts answering*

HH King Lennart Raybrandt:
While we were certainly optimistic about Syrixian wish to strengthen our diplomatic and economic relations, we must admit we did not expect such a positive support for a research treaty. We are glad to learn otherwise and we welcome Syrixian scientists to our country.

This conference will, at this rate, end with a more than satisfying treaty of cooperation.

Our diplomatic stance is clear and Syrixia has also acted with transparency and good will, so no other agreements are necessary. We need however, to draft up a document that addresses the conditions under which our two nations will collaborate in commerce and science: A research & trade treaty; can I suggest the name of such document to be the Sikhara-Logres Cooperation Treaty?
 
"I find the name to be quite fine." Rohit said. "Expect the first draft soon; we can talk about it when it comes."
