Creating a Wiki-Style Factbook

I'm currently working on for another user, and it isn't like those crappy ones I found in the NS Forums (No offense ) but I'm trying to make it the layout of the actual
website: http://www.nationstates.net/nation=sytarenne/detail=factbook/id=465718

I can't figure how to make color changes, because the left sidebar has to be a peach-ish sort of color and the other has to be white but I can't really get that to work.

I can't figure out how to fix the random white space in the top, because they are separated by the left bar.
