Description: NOTING the interest that humanity has of exploring the cosmos.

RECOGNIZING the need for cooperation between member states to explore the universe.

REALIZING the need for further research and development of equipment for efficient cosmic travel.

FURTHER realizing the safety risks cosmic space travel creates.

DEMANDING member states to enact safety regulations for space travel within their governed territory.

FURTHER demanding no member state shall knowingly allow a spacecraft to operate if it has fallen into disrepair.

THE World Assembly hereby Establishes the "World Space Administration" herein referred to as "W.S.A."

COMMISSIONING the W.S.A. to:

i. preform cosmos research and development.

ii. build cosmic spacecraft(s).

iii. Train cosmonauts to explore and promote WA ideals through the cosmos.

iv. Preform missions of exploration through the cosmos.

v. Create cosmos travel bylaws and policies.

vi. Regulate all WA member states cosmos travel.

FORBIDDING the W.S.A. to:

i. create, maintain or assemble a military.

ii. form and maintain a cosmic police force.

FUNDING for the W.S.A. will come from the WA fund and VOLUNTARY contributions from member states.

This proposal is absolutely rife with significant issues. While the author clearly has some very aspirational ideas on the topic, the unfortunate facts about the matter leave it grasping only tenuously at a likely solution.

The actual results of this proposal are incredibly vague; the regulations are entirely unspecified, the safety precautions urged are not stated, and the entire task of regulating space is left up to a single committee, with no input whatsoever from individual states. Nor does the resolution give any guidance as to what sort of bylaws the WSA should institute, nor toward what purpose.

The proposal does not specify (nor allow bylaws to specify) how the benefits of "cosmos research" should be disseminated, or even that they should be at all. It would require the dissemination of "WA ideals" which are ambiguous at best. The proposal does not stipulate how the spoils, if any, of space exploration might be shared, nor does it allow the WSA to regulate this. The WSA's authority to regulate "cosmos travel" is both too specific and too vague: any space travel can be regulated in any way (without guidance,) and yet the distribution of discovered technologies, resources, and knowledge remains ungoverned.

This proposal has entirely failed to address the very complex issues of international space exploration. It is the determination of the Ministry that it is very much in the best interests of The North Pacific, and even the entire WA, to vote AGAINST this proposal.

The proposal was indeed deleted, but has been resubmitted with changes. I am editing the OP to reflect the changes.
 
On a purely personal note, this is a particularly awful proposal. The below is a series of excerpts and reasons the approach is entirely misguided:


i. preform cosmos research and development.
Such research, while beneficial, has no means of dissemination or even ownership. As such, nations can miss out on serious benefits through discriminatory sharing or even instances where ownership of data is claimed by third parties, as the WA fails entirely to determine the ownership domain of that data.

ii. build cosmic spacecraft(s).

The World Assembly building spacecraft out of WA funds, which are collected through payments to the WA General Fund, would mean that your nation, which funds all the WA projects, would have to fund the construction of spacecraft your nation will never own or benefit from! This significant moneypit would bankrupt all but the strongest economies.

iii. Train cosmonauts to explore and promote WA ideals through the cosmos.

WA ideals simply don’t exist. There are no certified ideals that the WA endorses, simply a measure of legal principles. This is meaningless fluff at best, and at worst requires you fund training of astronauts that might someday be employed to work against the interests of your nation!

iv. Preform missions of exploration through the cosmos.

To the benefit of whom, exactly? What way will those discoveries be distributed among nations? Can a nation claim ownership of an entire resource after the WA discovered it, or will all resources be split 20,000 ways so all nation get an equal pittance? The vagueness of the clause is terrifying.

v. Create cosmos travel bylaws and policies.

Again, this is entirely vague. By passing such a clause, the WA would be able to ban all interspace travel for any reason, as the actual bylaws and policies are not mentioned! If space is to be regulated for travel, a system of actual policies needs to be laid out, otherwise nations surrender their sovereignty with no actual say over what those policies will be.

vi. Regulate all WA member states cosmos travel.

This has the exact same problem as the above clause.
 
This proposal is now at vote. Following the opinions of TNP residents expressed above, I have lodged a vote against the resolution, at least for the time being.

The General Assembly resolution World Space Administration was passed 6,727 votes to 6,443, and implemented in all WA member nations.
 
"Recognizing that the Resolution not only fails in this goal, but also brings down a great number of advanced Member States,"

How on earth does it do that?
