While the situation in Cronaal continued, Leah Charles sat in her throne room and monitored the region on a small version of the monitor in the Thomas 1 Building. Alicia walked in and kneeled down beside the throne. "Your Highness, a moment please. Guslants in the unclaimed area between Funkadelia and Syrixia are asking for Royal support in the area known to the locals as Portmantea. This area would like to become a Royal colony and would like you to send one Cabinet member to the local's capital of Barris," she said to the queen. "That seems content. Send Minister Tucker to Barris immediately and have him report back to me," said Charles. Alicia exited the Palace and headed for the Thomas 1 Building.

Meanwhile, north of Syrixia, in the makeshift city of Barris in the small territory of Portmantea, the governor, Justin Hulme, walked through the streets. "Governor, priority message from the Queen, she will be sending her Minister of Foreign Affairs to discuss with us the possibility of becoming an official Guslant colony. We also should make our first diplomatic ties. That is an important decision, sir, and we should be careful not to choose a nation that is detrimental to our growth. We're barely holding up as it is," said a man to the governor. "Of course, welcome Minister Tucker here as soon as he crosses into our territory. Meanwhile, send a letter out to nations to gain our first allies," said the governor, smiling.

Meanwhile in Callaici, Consul Spiritus Sora Vassidia was enjoying a late breakfast when an aide walked in.

Aide: "Ma'am. We have reports from the Estate that Guslants in Portmantea are petitioning Guslantis to join the country as a royal colony. As we are closer geographically, the Estate Council feels that the Council of Five should handle this situation on behalf of the entire Confederation."

Sora: "Hmm... And where exactly is this Portmantea located?"

Aide (checking her tablet): "As far as the report goes, on the other side of the strait south of Guslantis."

Sora: "Well then. I see no reason why we shouldn't see to the report. Speaking of which, what exactly are these Guslants asking for?"

Aide: "They want to establish diplomatic ties with other nations."

Sora: "Of course, that explains why you are here speaking to me instead of the other four Council members. Very well... inform the Council of Five that I will handle this matter personally as the Head of the Callaician Department of Home and Foreign Affairs."

Aide: "Right away ma'am. Is there anything else?"

Sora: "Oh... do let the Estate know that everything will be taken care of."

As the aide left the office, Sora finished her breakfast and contemplated on her upcoming visit to Portmantea.

After eighteen days of discussion between Minister Tucker of Guslantis and Minister Gossett of Portmantea, both parties have agreed to make Portmantea an official royal colony of Guslantis. Justin Hulme, who was named Governor of Barris, will now become the Head of Government as Governor-General of Portmantea. The government is free to make its own decisions on what actions to take, with ultimate approval coming from the respective Cabinet member and the Queen. Ten percent of the Guslant Congress now becomes part of the Portmantea legislature.
