New Ministers and Eluvatar's Delegate Agenda

~ New Ministers
Eluvatar, a member of the North Pacific community since 2006, was elected Delegate after Tomb's resignation this May. Eluvatar promptly announced how his cabinet will be structured for his term, yet stated that he had not settled on a final set of ministries. In his announcement, we discovered it is to hold all previous Ministries, including the controversial Ministry of Entertainment. He also opened applications for Minister positions, and the new Ministers were announced on June 1, after close inspection of all the applications. New Ministers for this term included Attorney General Gracius Maximus as Minister of Defense and Cormac as Minister of Communications. Cormac soon resigned and was replaced by Home Affairs Deputy Bootsie.
Bootsie, when asked what one major reform they wished to implement as Minister was, said, "I really want to increase our staff writers and decrease the amount of time between issues." Bootsie went on to say, "In the journalism world, time is key. Will I be implementing a strict deadline where I will fire the staff member if they don't meet it? No. On the other hand, will I wait a month on issues? No."
The decision by Eluvatar to keep the Ministry of Entertainment was met with some controversy. Neir, the regional cartographer, and Cascadia, the Minister of Culture, both stated the Ministry of Entertainment diminished the responsibilities of the Culture Ministry. When Eluvatar was addressed on the issue, he stated, "In any case, the things I want the Culture and Entertainment Ministries to be doing are related but not the same. The work that you, Lord Lore, and the RP Moderators do is quite significant enough, and I do not wish to burden Lord Lore with the other responsibilities I am tasking Cascadia with."
Minister Bootsie supported Eluvatar's decision, saying "Before I was Speaker, and Minister of Communications, I served as the Deputy Minister of Culture and Entertainment. That eventually became the Ministry of Culture. Splitting them without a clear vision confused me, but I will support my superior and colleague if that is what is best for The North Pacific."

~ Eluvatar's Delegate Agenda
In Eluvatar's campaign for Delegate, he presented his agenda for the coming term. He has stated that he wants the Home Affairs Ministry to improve its work with new pathways for integration, suggesting that the Ministry should focus more on the game side community. Eluvatar said, of course, that he will keep the Ministry of Entertainment created by Tomb, tasking it with managing RP and the regional cartography team. He suggested changes to the structure of The North Pacific University, part of the Ministry of Education, including having professors, departments, deans, and other forms of assigned responsibilities. He said that it is important not to strangle the University with strict rules and procedures.
To The North Pacific Army, he said that he wants to continue seeing training mission in which soldiers ocupy a region, and that "it is essential that our communications with the Natives be clear, unhostile, and as unthreatening as practicable." He wanted to see improved training standards and more sophisticated operations, as well as streamlining to the NPA Code.
When addressing foreign policy and the Ministry of Foreign Affairs, he said he looks to maintain and strengthen our alliances, as well as pursuing more alliances that improve our security and standing without partners that have expectations that would limit our foreign policy options. He wold like for the Ministry to explore creating a North Pacific Diplomatic Corps World Factbook that addresses questions in the North Pacific foreign policy. And finally, he stated that he wishes to improve the Diplomatic Corp to the activity and involvement standards of other Executive Staffs, applauding the Ministries effort with a new Diplomat Mentor Program.
