In the Runoff election you left Reopen Nominations off the ballot paper.

Election law states:

13. The option to reopen nominations shall appear on the ballot as a separate question for each race.

The only exception listed to this is when the election is re-run following a successful vote to reopen nominations. That is not the case in this instance.

It is perfectly possible for electors in this race not to wish either RPI or COE to be the Speaker, but to be presented with a new set of nominations.
 
Yes, I know I left of the RON option. In past runoff elections, like this one, the RON option was omitted. As well, I asked Eluvatar, the one who created the Election Templates, what to do, since instructions on what to do for runoff elections were woefully absent. He, citing past runoffs like the one linked above, instructed me to omit the RON option.
 
Precedent does not override law.

In this instance the law is pretty clear. Whether RON has been left off in the past or not, it should be there.

Look on the bright side - you get the chance to set a NEW precedent. Not everyone gets to do that.

I noticed this omission too and was just looking in the Legal Code:

Section 4.3: Overall Election Law; Legal Code:
9. Citizens shall be provided five days to declare their candidacy.
10. Voting will begin immediately after the candidacy declaration period has closed and last for five days.
11. If a run-off vote is required it will begin within one day of the first vote ending and it shall last for five days.
12. Private votes may be sent by private message to a forum account designated for that purpose by the Election Commissioners. In such an event, the Election Commissioners shall promptly announce that a vote has been cast privately and who that vote was cast for. The Election Commissioners may not announce any other details about the vote.
13. The option to reopen nominations shall appear on the ballot as a separate question for each race.
14. Should a majority vote to reopen nominations for a given race, a further two days will be provided for candidacy declarations.
15. Candidates for that race whose names appeared on the first ballot will retain their candidacy unless they choose to withdraw during the period for candidacy declarations.
16. A second round of voting for that race will begin immediately after the candidacy declaration period has closed and last for five days. The option to reopen nominations will not appear on the new ballot.

The RON option will be left off a second ballot resulting from RON prevailing in the first ballot. As to how it applies to run-offs.. I'll leave that up to the ECs.
