Lord Lore implemented a plan to shift the focus of the Culture Ministry away from the Culture HQ, to the public area of the Ministery. This was done to increase transparency as well as remove barriers to contribution, allowing more involvement from citizens without an extra level of red tape. Lord Lore said it is important for the culture ministry to be open, accessible and transparent to all citizens to facilitate activity, development and progress. He hoped it will also create a more streamlined department capable of efficiency, thus benefiting both the Culture Staff as well as the Citizenry it serves.
Mind you, this policy was inexplicably opposed by Tomb, despite a Culture Ministry being, at its core, a ministry where the community comes together to try to improve/promote itself.
