The Allied States
Embassy and Information

The Allied States is almost one year old and has a population of about 200, a political simulation/government roleplay, and forum economy.

The government of The Allied States is modeled after the government of the United States and is thus a republic with three branches: the executive, legislative, and judicial branches. There are also three state level governments: the West, the South, and the Northeast. The government is responsible for leading The Allied States as a region and for creating and administering the activities of the region for citizens who wish to participate. The government therefore administers the forum economy, the government roleplay, and the national roleplay, which will be described later.

The legislative branch is composed of a bicameral legislature: the House, of which all citizens are members, and the Senate, which is composed of 5 Senators who stand for election every two months. 1 Senator is elected from each of the three states during general elections and 2 Senators are elected at large from the entire region during midterm elections. Only the Senate has formal powers to create laws that administer the region; however, the House can suggest laws to the Senate. Laws affecting the roleplay, however, require the consent of both the House and Senate. Recently, most bills have been originated in the House.

The executive branch is composed of the President, who stands for election every two months, the Vice President, who is elected on the same ticket as the President, and the Cabinet, which is selected by the President. The executive branch is responsible for carrying out the laws passed by the Senate as well as keeping the region safe. Currently, the two Cabinet level offices are the Department of Internal Affairs, which maintains and updates regional documents and administers the Treasury, and the Department of Foreign Affairs, which maintains recruitment and the Allied States Ambassador's Corps.

The judicial branch is composed of three Supreme Court Justices who are appointed by the President and confirmed by the Senate. The judicial branch has two main responsibilities in terms of regional administration: it tries cases where a citizen is accused of breaking a law and it can nullify executive and legislative actions that are unconstitutional.

The three state governments also have wide latitude and variety. Currently, the South is the most conservative state, the Northeast is liberal, and the West is a single party totalitarian dictatorship. State governments can levy taxes, organize armies for the roleplay, and pass government roleplay laws. Every citizen of the Allied States is also a citizen of one of the three states. Citizens are free to move between the three states without interference.

There are three primary roleplay activities of the Allied States: the government roleplay, the forum economy, and the national roleplay. The forum economy and national roleplay, however, are highly integrated.

The Government Roleplay
In the government roleplay, members of the region assume the duties of government officials such as President, Senators, Representatives (all citizens) and Justices. The nation that the members of the region collectively govern is also named The Allied States.

The Vice President plays an important part in guiding the government roleplay because of his dual role as the Game Administrator of the government roleplay. The Vice President creates news stories, such as hurricanes, recessions, a climate change report issued by the UN, etc., which the rest of the government respond to.

All members of the government, including all citizens in their capacities as members of the House of Representatives, also have roles in the government roleplay. The President may sign or veto legislation. Laws are written by Congress and, unlike regional administration laws, both houses of Congress need to approve roleplay legislation. For example, Congress could pass laws relating to labor unions, energy regulation, taxes and spending, etc. Legislation is typically but not necessarily written in response to news events created by the Vice President and may originate in either House. The Supreme Court may try cases that arise in the government roleplay.

The state governments may also pass laws specific to each state that relate to the government roleplay regulating state priorities such as education.

The Forum Economy

The forum economy is based on a monetary unit known as the Allied Dollar and a pre-currency known as Points. Members of the forum automatically earn 10 points every time they make a post on the forums. Points can be converted to Allied Dollars at one of the two currency exchanges maintained by regional banks. The conversion ratio between points and Allied Dollars is the current price of 1 gram of gold. Right now, that is approximately 1 Allied Dollar = 40 points. Because Allied Dollars remain the official currency, all government business will be conducted through Allied Dollars so it is advisable to keep some Allied Dollars.

The money can then be redeemed in return for services at the market. There are "tangible" businesses that sell real goods such as newspapers and radio shows. However, the Senate also developed a mechanism to allow for virtual businesses to have value; by "virtual" I mean businesses that sell non tangible goods such as planes, tanks, spacecraft, ships, etc. These virtual products can be sold for any priec; however, the seller must purchase a realistic amount of resources that are used to produce your product. Nations that have a spot on the Official World Map that is certified by the Treasury to hold a certain resource (iron, steel, oil, etc.) may purchase these resources from the Treasury at the Resource Office for 75% of the current market rate of that resource with the equivalence ratio of 1 Allied Dollar = 50 million US Dollars. For example, a company that has land on an oil field may purchase from the Treasury the 1 billion barrels of oil for current price of oil per barrel X 1,000,000 barrels / 50,000,000 = 960 Allied Dollars. There is a limit to purchasing resources from the Treasury: one Allied Dollar of resources per plot of land of a certain resource per week. Additional resources may be purchased on the open market from resource businesses.

The forum economy is overseen by the Secretary of Internal Affairs.

The National/States Roleplay

In the national roleplay, each member of the forums control different nations rather than being parts of the same national government like in the governmental roleplay. Different countries may then interact with each other in diplomacy, trade, and war. Nations can also purchase military equipment from businesses to use in war. Nations pay the Treasury to claim land on the official world map.

Land can be acquired in two ways: purchase from the Treasury or forcible taking from another party. Here are the rules of warfare:
1. The total size of a nation's military is .1% of the nation's NationStates population. Nations with less than 1 billion population may purchase soldiers from the Treasury at the rate of 10,000 soldiers for 1 Allied Dollar.
2. Every piece of military equipment is assigned a point value by the manufacturer or Treasury. 1 point is equivalent to 1 unaided soldier. Nations also have "civilian welfare" points which goes down whenever civilians are attacked - through nuclear weapons, naval blockades, or air raids.
3. Soldiers and military equipment must have a designated "position", an area on the map. They can only be used for battles at the area in which they have been placed. They can be moved, but the costs of transporting them (in terms of oil, etc.) and the time associated apply.
4. Battles are fought in "rounds" where at each round a certain number of points (agreed to before hand or defaulted to 10,000) is at risk. During a battle, all civilian welfare points and military equipment/soldier points (in the particular area where a battle is taking place) are added up on both sides. The points represent the probability that each side will win a round. For example, if side A has 25,000 points and side B has 20,000, then side A has a 25/45 chance of winning and side B has a 20/45. Whichever side loses must destroy a number of soldiers or equipment totaling to the agreed upon number of points (or else the winning side or the Treasury will do it). The next round may then proceed with the losing side having fewer points.
5. A battle ends when a side either withdraws from the disputed area or loses all of its soldiers and equipment. The side that wins the battle can now claim the disputed land on the map.
6. Battles can also take place on unclaimed land, but neither side can hold that land. Battles that take place on unclaimed land also don't have the civilian welfare bonus points factored in.

The Treasury keeps a listing of every citizen's property.

Recently, a states map (on the US map) has been created to complement the world map. Each state government designates how to distribute the state's land among its citizens. The states then act as teams and can form alliances with other states or wage war against states. For example, the West recently lost California as a result of a war between the West and South. The property and resources are imported from the world map.
