The proposals are mostly satisfactory
1 & 2: We gladly offer land anywhere in Wolfsea with the exception of our Northern Mountain regions and in proximity of the Holy City and mountain of Kul Katura.
3: We agree to Peacekeeping both home and abroad, however we reserve the right, in accordance with our laws, to challenge a representative of any nation that chooses to commit an act of dishonour, such as assassination or sabotage, against us to single combat against a champion of our choosing in lieu of conflict as has been our tradition for centuries. As combat to the death is forbidden under our code of honour we see this as a satisfactory alternative.
4: We are honour-bound to hold this covenant, as such any military act against one another will lead to a suspension and revocation of the Alliance.
7: We welcome a free-trade agreement between our nations.
10: We wholeheartedly agree to a wildlife conservation agreement and, if needed, shall share our knowledge of deep-excavation geothermal facilities to reduce fossil fuel use.
11: We agree to a cultural cooperative, a sharing of cultures will strengthen both nations and our bond.
however we do have a few questions regarding the following proposals
5 & 6: In what manner do you mean influence? Naturally we shall accommodate the people of New Sekai as much as we can but we would appreciate a little more detail as to what exactly you wish to have influence over.
8: Again, we are not sure of what you mean by a mutual cooperation, whether in terms of a trade or political organisation or receiving our support in International Matters.
9: Many of Wolfsea's (what can only be described as) Intellectual Properties are considered Military secrets however we will duly recognise and honour all patent and copyright claims held by the government and citizens of New Sekai and, as a part of our trade agreement, grant access to the less sensitive information and the few IPs, Patents and Copyrights held by ourselves.
We wish to propose the following
12: In the event of a citizen of either nation committing a criminal act in the other's territory, including dependant states and colonies, said citizen will be granted the choice to be tried under the judicial system of their respective country within their embassy with an observer from each nation present, after which any sentence will be carried out in their respective nation.
13: Any additional Formal Alliances forged by either Nation will be upheld with, as a bare minimum, a non-aggression pact by the other.
14: As a part of a mutual defence agreement any non-terrestrial weaponry, facilities or equipment are to be shared, including communications and monitoring satellites, orbital weaponry, space vehicles and stations, etc...
15: Each Nation will maintain it's respective sovereignty in terms of it's system of government, laws and internal politics.
as a sign of good faith the Khan has authorised that the 10th Legion (100,000 personnel including support troops) along with the 3rd Fleet, is to be kept on permanent standby should New Sekai be threatened.
