The High Court of Plembobria has issued a ruling on the appointment of provincial governors, regarding a judicial inquiry filed by His Majesty the King. The King asked the court whether the governors of each province are to be elected by the people, or appointed by him as they were before the revolution.

The court ruled that while the new Constitution has overridden several parts of the original Act of Settlement, it has not explicitly (or implicitly) repealed it. The court then made an inquiry into how much of the original act was still valid based on edicts issued after it. (The first bill passed by Parliament was an act that proclaimed that all royal edicts issued before the commenecment of the Constitution were valid, unless they explicitly violated the Constitution.) The court published a copy of the original act with all the invalid parts struck out:

An Act
Establishing the Kingdom of Plembobria​
I, Egbert Edwin Edward Schlekenbakker, in the name of the Goddess of Discord, declare that the Land inhabited by the ten Great Tribes of Plembobria is hereby the Kingdom of Plembobria. I pledge to rule over the Realm Justly, Impartially, and Morally.

Provinces
The land inhabited by each Tribe -- except for the Plinkens -- shall be a Province in the Kingdom. The Land inhabited by the Plinkens shall be divided into two Provinces by the Great Line. Each Province -- except for the Province of Crilalia -- shall be ruled by a Governor, who shall be appointed by the Crown as its Holder seems fit. Each Governor shall be subject to the Will of the Crown.

The Province of Crilalia shall have its own independent Government which shall operate according to the Constitution Written and Approved by Sir Robert Uppey the first.

The City of Rethel shall be the Capital of the Kingdom.

Rules of Primogeniture
The Holder of the Crown shall be the absolute Monarch of the Kingdom of Plembobria. The Crown is held by His Majesty, King Egbert Edwin Edward Schlekenbakker. Upon the Death or Abdication of the King, the Crown shall be transferred to his eldest Male Child. If there is no Male Heir, it shall be transferred to eldest Female Heir. If there is no Heir, the King's eldest living Sibling -- regardless of Sex -- shall receive the Crown. (Overruled by the Succession Act of 1812 and the Constitution of 2014)

The Heir to the Crown must wed a Member of the Nobility of another Nation in the North Pacific before He or She shall reach the Age of twenty-five.

Coat of Arms and Flag
The following Blazon shall describe the Coat of Arms of the Kingdom of Plembobria:

Azure, a bend sinister argent, eagle displayed azure, langued gules, membered and beaked or

The Flag shall have the same Design as the Coat of Arms, and have a ratio of Two to Three.

The Court decided that the Crown still has the power to appoint the governor of each province, except for Crilalia.

It is important to note that the governors hold mostly ceremonial power with the Premiers (The member of each Provinces' Legislative Assembly holding its confidence.) holding de facto executive power.
