Repeal "Reducing Problem Gambling"

Description: WA General Assembly Resolution #123: Reducing Problem Gambling (Category: Education and Creativity; Area of Effect: Educational) shall be struck out and rendered null and void.

Argument: Accepting that problem gambling remains a constant problem within our communities and a matter of importance to this body,

Believes GAR #123 was written in good faith to provide assistance to those who identify themselves as problem gamblers in the hope they quit their addiction,

Confirms that this body has a duty of care to prevent problem gambling for the future generations, whilst having a moral obligation to provide continued support to those who have identified themselves as a problem gambler,

Understands that there have been many technological advancements in the gambling industry which has made the world of gambling more accessible by using the various telecommunication devices since the ratifying of GAR #123 was implemented,

Regretting, that GAR #123 “Reducing Problem Gambling” has key flaws including tackling the fundamental elements of problem gambling,

Alarmed that GAR #123 has no preventative measures to limit the losses of patrons whom frequent a licensed premises that permits gambling, which could potentially cause a patron to become a problem gambler as defined within GAR #123,

Realizing that gamblers are able to open an online gambling account where there are no restrictions on customer deposits when using credit as payment by simply using a gambling company that does not recognize the mandate outlined in GAR #123 which states “Operators which allow credit to be used as a form of payment to impose sensible deposit limits on customers’ accounts, where necessary”

Noting that GAR #123 does not discuss the mechanism that decides on what a sensible limit would to an individual person,

Further noting the lost revenue streams by those companies whom pay a company tax that have to abide by GAR #123 where the lack of sensible limit mechanism causes a person seek a company that does not recognise the mandate outlined in GAR #123,

Shocked that GAR #123 does not mention at restrictions in multimedia advertising to markets that would normally cater to a child friendly market, thus exposing the innocence of tomorrow to the adult world of gambling,

Expresses it hope that a more suitable resolution that addresses the concerns of this body can supersede GAR #123 and tackle the real issues of reducing problem gambling,

Hereby repeals World Assembly Resolution #123, the "Reducing Problem Gambling."
