this came as a bit of a surprise even to me. I was not aware of this power. But now that I know that i have it, I realise it could be useful to the delegacy.

As much as I would love for TNP to have our own Doctor Manhattan, sadly it looks like there is another more plausible explanation for the change in the regional population.

This seems to be a much more likely explanation, Flem has in fact proven that he can depopulate NS itself.
