Hey everyone! I hope it's alright that I post here. I know that this is going to be a difficult resolution to pass, so I hope you don't mind me getting your opinion on it!
The General Assembly,
Recognizing that member nations may possess non-self governing territories and other regions that may be considered "colonized,"
Mindful that maintaining such non-self governing territories through undemocratic or coercive means often engenders conflict and violence,
Reaffirming its extant commitment to global peace and goodwill among people,
Asserting that it is consistent with the aforementioned principle to facilitate the gradual transition from dependency and non-self governance to autonomy,
And to this end resolves;
1. "Non-self governing territory" shall be defined as any territory involuntarily under the distinct political control of another without a degree of self-autonomy or governance, unless the region is determined to be unable to exist independently by the World Assembly Bureau of Decolonization (hereafter referred to as the WABD) or if extenuating circumstances compel the WABD to consider other territories that do not fall under this definition to be non-self governing territories;
2. Member nations are prohibited from establishing or acquiring non-self governing territories for any reason;
3. Member nations that currently maintain non-self governing territories shall be required to do everything necessary and practical to initiate the process of self-determination, when such a process is legitimately requested by the relevant non-self governing territory through means of democratic referendum, with assistance from the WABD when necessary;
4. The Organization for Electoral Assistance shall have its mandate expanded to include assessing the legitimacy of independence referenda, as described in clause 3;
5. Non-self governing territories that elect to undergo the transition to become an independent state shall be permitted to determine their own system of government and law without duress or coercion, subject to limitations recognized by extant international law, when relevant;
6. The World Assembly Bureau of Decolonization shall be established with the following mandate:
7. Nothing in this resolution shall be construed as preventing future legislation or clarification on the issue of acquiring territory or regions.

- To assist non-self governing territories transition towards independent statehood, if they so choose, and provide recommendations to both member nations and non-self governing territories undergoing the aforementioned transition when appropriate,
- To compile a list of non-self governing territories, which shall specifically exclude territories determined by the World Assembly Bureau of Decolonization to be unable to exist independently for reasons including, but not limited to, legal considerations and economic instability;
- To assess whether certain territories, specifically those with a certain degree of self-autonomy or governance, qualify as non-self governing territories for reasons including, but not limited to, excessively unfair political dependence, distinct cultural differences, and civil unrest;
7. Nothing in this resolution shall be construed as preventing future legislation or clarification on the issue of acquiring territory or regions.
